So I finally took the time to take pictures and post these. It looks like the small bases take alot of damage on the 20mm bases. 21 to be exact. I don't think theres any way it could be argued that a small template hits more than 9 models on a 25mm bases. Thoughts?

You can get more hits on the 25mm, the rule says the middle hole has to be over a model, not in the middle of the model. Move it so the corner of a square is in the center of the hole and you'll find you hit more. If you move it straight across to the edge there is an extra 3 hits, then down and maybe pick up 2 more

Technically, you can hit much more than nine even if not centered. The 25mm bases are technically just shy of that, 24mm-ish, and if stuck base-to-base-to-base you can barely touch another four-ish bases (which can count). However, it'll rarely come up since a unit rarely lines up perfectly 100%, or has a large blast centered perfectly on it, or...

Basically, it's an all technicality thing. Technically, I'd allow up to 13-ish hits on my own units, and let my opponent decide for them. However, I'll make sure they keep it consistent: If I'll let them hit 13 with a direct hit on 25mm, the same should apply to them (which, since I never use artillery, won't usually matter for them, but it's a principle thing).

While you might not use artillery (like my Lizardmen) that doesn't mean you can't throw spells or suffer miscasts that use the templates.

I have also read that the small template is fractionally under 3 inches and that the 8th edition template the weird "sun" looking ones are more accurate to the correct size. All it needs to do is touch a base though and it counts as a hit.

We often just play assumed maximums with centered template: 21 vs 20mm, 13 vs 25mm. Much faster than finagling off-centered templates, though that's cool too. 5" template, I generally just sigh, assume my entire unit has been hit by the mortar / rockets / scraplauncher, and prepare to remove all my T3 dudes

I like the idea of just having a set number. That also depends on the people you play against normally. For example, my gaming group will more than likely agree to the set numbers (like bosssalvage said) but in a tournament it may be a different thing. Since I have alot of template weapons, I'm going to make sure and discuss it before tournament matches. I also have these pictures saved on my phone so I can show, lol. Thanks for the comments!

Maybe save one of the movement trays from GW just to use as a guide, the thing is if you move it to corner to maximize and it scatters, it may go in your opponents favor hitting less or no models.
