Expanding my list from 1000 to 1500 and here's what i came up with.I'm still new, so C&C would be appreciated.

HQ
Chaplain w/jump pack - 115

troops
Tac 1 - 250
x 10 marines
MM, MG
PF Sergeant
Rhino w/ extra armor

Tac 2 - 240
x 10 Marines
FL, PC
PW Sergeant
Rhino w/extra armor

Tac 3 - 220
x 10 Marines
PG, PC
PC
Rhino

Scout Squad
x 5 Scouts
x 5 Sniper Rifles

Fast Attack
Assault Squad - 225
x 10 Marines
FL
PF Sergeant

LS Squadron -230
x2 FL/MM
x1 HF/AC

Heavy Support
Devastator Squad - 150
x 5 Marines
x4 ML

If i did the Math correctly, this comes to 1505 points. I'd only have to pick up the Speeders and 1 Rhino to make the whole list. Plan is to deepstrike the speeders, while Tac 1 moves to center with the assault squad supporting, Snipers will provide more support from cover. This gives opponent MM/HF in the face to deal with along with the snipers and the 4 ML's from the devs. Hopefully Assault squad and Tac 1 can lock down any elites/MCs threatening midfield. Tacs 2 & 3 sould have an easier time making it to objectives at this point, and can then hold and blast at any troops advancing( which will be footslogging if the speeder Kamikaze is successful). Snipers can move out of cover and maybe try to contest objectives at the end, depending on what the situation is. I have the scouts (and Telion) and i like them but wouldn't be opposed to dumping them for improvements. I just think they add to a big list of high priority targets to stretch the enemy thin. Also i've been an infantry army thus far and have zero experience with the vehicles so advise is welcome. I'd like to stay away from tanks as i rather the infantry based approach. I'll probably wait to go into the heavy mech until i'm playing 2K+. Also, i'm not really a fan of the bikes but can someone weigh in on the pros/cons with actual gameplay experience please. So let me hear what is good and not so good about the list.

What are you planning to do with this list? If you are just playing friendly games at the FLGS or local GW its fine. Its fluffy and isn't missing any critical tools. If that's what its for stop reading now

Unfortunately, if you plan on playing competitively it doesn't work out as well. The improvements made to vehicles in 5th edition have made them nearly mandatory. At any point level much above 1000, their cost starts to outpace the cost of infantry and they dominate. The mobility and firepower they have is too efficient to be left on the sidelines. To compete at levels above 1000 points, you must mech up. It will save money as well. Mech lists easily scale up by adding additional units to a basic building block. Converting from foot to mech at 2000 would be really expensive. By incrementally adding to a mech list, you will save money and spread the cost out over time.

Below is a example of a competitive list (courtesy of YTTH)
It plays on the strengths of the vanilla marine list namely very efficent shooting. This list is designed to dominate the middle of the board and hold in against counterattacks.

I really lack the time at this moment to fully explain the differences between the two lists, but I will return later. In the meantime, here are some posts about Space Marine Bikers armies
