pg 28 of the codex states at the beginning of the Eldar turn and don't require LOS unless stated otherwise. So your shooting psychics are different but the others are at the beginning of the turn.

Most Farseers' psyker powers are at the beginning of the Eldar player's turn before movement (remember this! Don't let him move up into range and then doom you!)
Two of the powers are used in shooting phase though (storm, and mind blast). Warlocks psyker powers don't work like Farseers though, they are always 'on' and don't need tests, can't be countered.

Destructor can be countered if the unit ignores psychic powers directed against them, the rest are open to debate, depending on who you talk to, but I never argue the others, cause they don't ever bother me!
Also, Destructors can be nullified with a psychic hood or anything along those lines, but you can only nullify one per psychic hood I beleive, unless you can use a psychic hood multiple times??? I don't use space marines and since I play DE, I have no psychic powers whatsoever, so not sure on the psychic hood rules. If someone really starts bothering me with a psyker, I just throw Malys on the board against them, and they tend to not be very useful once she kills them!!!

Destructor cannot be nullified by hoods. Its always on, doesn't require a test, and works exactly like a NORMAL shooting attack.
And hoods can be used as many times as there are enemies trying to make psychic tests, as long as your in range.

A psychic hood only works when the psyker passes a psychic test, not est no possibility to use a hood.

Wrong on all counts. Sorry man. Destructor specifically is described as being resolved like a NORMAL shooting attack. No snazzy wolfy entrails and such make a difference. Think of it as like the shooting attack of a Tzeentch Flamer. Is is psykic? well yes its a friggin Daemon, its very existance is a psykic phenomenon, fluffy descriptively speaking. Is it a Psykic Attack? Ruleswise, no.
You can't psykic hood a hit from a witch blade, or nullify the spiritseer's effect on Wraithsight either, or counter Eldrad's premonition power either, even though they are all, fluffy descriptively 'psykic' abilities. Gamewise, they are just abilities, not psykic. It's just an attack as far as game rules are concerned. A "NORMAL shooting attack".

ok, I got the psychic hood, but they still don't affect units that ignore psychic attacks, correct? Such as Lady Malys and the unit she is attached to? She ignores all psychic powers, and while it doesn't need a psychic test, it is listed under Psychic powers in the codex, so she ignores it, or at least thats the way I see it.

That exactly is the point, its listed as Warlock powers, not psycic powers on p27, then they are listed as warlock psycic powers in the unit entry on p60. most people play by the main entry on p27 saying just warlock powers, as that is a more reliable and compleat list of rules than the army listing.
Anyway, this has been discussed before, and we are getting of topic...

But I can show you where they are psychic powers, as it states in the table of contents at the beginning of the book that Warlock Psychic Powers are on page 28, which is where we find the Psychic powers, also, on pg 60 it states they may buy one Warlock Psychic Power from the list, and on that list is destructor, hence it is a psychic power.
Granted they need no test, so they never suffer Perils of the Warp, but the evidence shows me that it is a psychic power. Where it states on page 28 that it is worked out as a normal shooting attack, IMHO, simply means that you treat it like a heavy flamer, and don't take a Psychic test, not that its not a Psychic power.
Also, you can show where bolters are NOT a psychic power, as they are a weapon, so you actually can ignore the bolter all you wish, just not the bullet coming out of it!

by the logic that warlocks are psychic and therefore whatever they do must be psychic too, evidently lady malys is unable to be hurt by anything in the Daemons codex too.
It specifically says right there in the Codex that it is considered a NORMAL shooting attack.

As Galador said, the Eldar codex repeatedly makes clear that Destructor is a psychic power, and thus Lady Malys and her unit are immune to it.
Of course it still canot be countered by a Psychic Hood, as no psychic test is needed to cast it.

I actually agree with you, just wanted to point out that the listing both as psychic power and as just power was the point of the debate. On the other hand, is the power creating a flame or a flamer?

After reading the codex carefully, I regret to say I came to the same conclusion. Warlock powers are psychic powers that just don't need tests. Trust me when I say that as an Eldar player, I'd be delighted to say Malys is affected by it, but they do make it clear that it is a psychic power

Sorry, wasn't trying to make it seem like I was arguing with you, I was also agreeing with you and stating what I would do if someone tried to pull this on me  !
And as far as the flamer/flame question, that would be awesome if Warlocks could make weapons, but alas, I have yet to see the Warlock that started out on the Bonesinger path....  .
