I think that all the officers should have BS4. The scum of the imperium rule is neat, but hitting on 1's is a bit harsh. Maybe 1-2s hit enemy models? Or half and half.

Hmmmm considering it is a fandex it is very bland. I am surprised you didnt work out a way to work in the rules from codex imperial guard, obviously removing the random aspect for starters. I know ths is harsh but i believe it is fair.
A couple mnor things, artillery and russes should be limited to one per slot but hellhounds and sentinels should not be limited. As these fit in nicely with the penal legion concept as they would be piloted by the guards to keep the scum in order.

Ahahah... these rules promise to be really funny...
My only doubts are about the 2 wounds suicide squads ( they are a little underpriced in my op) and the prices for last-chancers equipment(they're fine... but... why paying 3 points only to let them select the equips? drop these 3 points)
