first pic is what i trying to make, and second is what i got so far. I wanted to make the first landing area a bit bigger, to give me a vantage point. I got a peice of red acrylic rod for the centre, just need to find something to put on top now.

Looks great so far. Get some black on it and drybrush it a suitable dark eldar colour (looks a bit like dark angels green in the codex.) and you're done. In fact what colour is your army? Maybe paint it to match, though be careful not al colours will look nice with the red energy beam thing. (Personally i woud avoid purple). The bottom of a screw fit energy saving light bulb would be about the right size for the top.

yeah, i was thinking sprayinh black and dark angels green, but i think i want some very fine texture spray first. To keep it in with the DE background i was going to make this as a chaos marine power station or oil drilling thingy, and just have it on the wasted planet we are on a raid on. I have been toying with making a crashed Dark eldar ship with a temporary base built around it as a centre peice, but i may just go down the chaos theme, i am also making a wrecked factory now.

I can't think of anything mechanical to put on the top, but something like Saruman's staff would be pretty cool:

The thing on top of the picture in the art looks similar to an engine exhaust. You could probably find one from a Valkyrie or similar scale model kit.
