Is there a smaller brush I can get than the fine detail brush from GW? I can't seem to paint eyes neatly even with that one

You might try a better quality brush at a larger size... sometimes the really small brushes just don't manage/hold paint well, but a good quality brush, with a nice tip, will do the trick nicely.

Raphael 8404 or Winsor & Newton Series 7 size 0 or 1 have such excellent and sharp tips that you really don't need/want anything smaller.
