Is Imperium conquering something new or they just lose worlds?

For every planet they lose, ten more are brought into the fold.

But yes, the Imperium is constantly conquering and reconquering worlds, but it is no longer growing.

It's not expanding in any large sense, but often 'Crusades of Conquest' are called, like miniature Great Crusades. As has been said, they constantly lose and gain worlds, but I guess they are losing worlds at a higher rate than they gain. In an empire of over 1,000,000 worlds, 4 lost and 3 gained never usually has any great effect on the numbers, especially when some are not contacted for hundreds of years, only staying loyal due to the compulsion of the people, more than solid governance.

They're in the process of conquering the entire Galactic North West in the Koronus Expanse while also reclaiming the far Galactic North East in the Jericho Reach (formerly the Jericho Sector) though threats of Chaos and the Xeno make that endeavor anyone's guess.
