Whats the best way to weigh down a standard 25mm small round base?

I have been told using liquid lead, but that sounds quite complicated and possibly damaging to the miniature.

The reason I ask, is because I have several top-heavy converted miniatures currently mounted on 40mm bases, but I need to re-mount them on the 25mm ones.

Ideas?

Depending on how top heavy, using washers works for most people I know. Just glue them to the bottom. It doesn't work on slotted bases though.

Lead shot ballast.

Paint PVA glue inside the base.
Fill with shot.
Shake off excess when dried.
Fill the base with resin, Chemical Metal, putty or similar to seal it.

They are fairly top-heavy so I need something more robust than coins or washers. How heavy are the fishing weights? I will look into the Lead shot ballast.

I was buying weights from a guy on Epay and they fitted the slotted bases. I bought quite a few but then he went up on his price and up on shipping too….
Then I decided to “cheap out” and found a thick 3/8” washer that fits the bases perfect. Easy enough to carve out the material on the slotted bases so I started going that way.
What I did find is the finish on the washers and glue didn’t hold very well and I started to rough up the surface on the side I was gluing. Then I took it one step father (only because I had a couple of cans) I primer the washers with a self-etching primer and then glued and I haven’t had one fall out yet and the washers are thick lending to a pretty good weight.
I bought a box of these washers for $2.50 which was 50 of them so I have plenty for now.
For my larger bases I use what they call “fender washers” they have a smaller hole but you can get them in the larger diameters for 40MM & 60MM bases.

I am not sure how heavy the fishing weights are but its about the same thing as Lead shot ballast just a little easier to find.

Im wondering about some sort of metal filings superglued to the inside/bottom of the base, as well as using them instead of normal basing material? Could go hard and burn through the superglue though...

Because of where I worked I have loads of Titanium Alfa metal from our heat treating and was going to use that on my bases because it looks pretty need but I think it’s edges are a little sharp for my liking.

If the size is right: why not cast them into resin? sell weighted decorated bases...

I usually use coins. I can imagine that using fishing weights might work as well, plus theres a variety on how much they weigh. I mainly use mine for fishing though..
