Based on models on hand, I have a farseer and 4 warlocks on jetbikes. Farseer will have Doom and Fortune psychic powers, both sets of runes, and a singing spear. For the warlocks, I'm thinking one singing spear, Enhance, Conceal, and 2 x Destructor. Anything that I'm missing or wasting points on?

Fun fact your farseer is safer following behind in a wave serpent. (the fall apart if the farseer isn't there to buff them and IC are targetable in CC) When i use them I have a like to use the following Eldrad + Farseer with fortune and doom joined to ... 3 Wraithguard + warlock with embolden in a wave serpent And two 7 man jetlocks + embolden and enhance

i actually find seer councils fun but from what you currently have your just wasting points. to effectively run a seer council your gonna need the unit to be a minimum of 7 warlocks. that way you have a hard to kill threat instead of a unit that can be totally ignored. also for powers your gonna wanna run at least one embolden and one enhance, with the rest being destructor and maybe a few spears to take advantage or the wound shenanigans for dice rolling

JetCouncils are massive quasi deathstar/tarpit units which are a great example of a rock army. Some armies have no real way to directly deal with you (but can still beat you with proper tactics) which means you can often easily beat them, but against other armies your list instantly falls apart because they can easily counter you. As soon as you run into psychic defense or even worse Null Zone then the unit (and therefore the army because of how expensive the unit is) falls apart because without Fortune they are just overpriced Marines.
To run them effectively you need 8-10 man Warlock units, otherwise you just don't have the numbers you need to keep your damage output up. Obviously you need a Farseer with Fortune, and he needs Witnessing (you have to keep Fortune up and you can't avoid Shadow in the Warp outside of a vehicle, you can never dodge Warding). For the Warlocks, Enhance is required to make them in to a passable combat unit, usually you want 2 for redundancy. You also probably want Embolden, partially because it helps your Farseer out a bit for passing Fortune, but mostly because failing a Ld10 check and having 600 points run off the board is a bad thing. Destructor is a maybe, usually 1-2 is a good idea to help with horde control, but taking too many is a bad idea because you can shoot yourself out of assault range. I might take 1-2 Singing Spears in a full unit just for the occasional rear shot, but most of the time the additional attack you get is more important (Witchblades usually work out better against vehicles because you are always against the rear armour).

Back when I ran Eldar with the jetbike council the minimum council I ran was
farseer on jetbike with fortune, runes of witnessing, runes of warding
7 warlocks, 2 embolden, 2 enhance
fortune is required for for the seer council to have durability.
runes of witnessing helps you pass fortunes.
runes of warding for psyker defense
7 is the minimum warlocks, 8-10 is better.
2 embolden to double up in case you lose one to wound allocation since you don't ever want to fail a leadership test and run
2 enhance because they are pretty critical for close combat which is where your council will be much of the time.
Destructors are optional. They can be good versus hordes but you have to be careful that you don't remove too much with destructors that you can't make the assault.
Second farseer with fortune or Eldrad in a serpent is nice for back up if you have points.
I generally avoid spears except sometimes on the farseer who is bs5 because they reduce your melee attacks which you want more of for doing wounds for combat resolution.
Jetbike Seer councils are really risky in the current environment with psyker defense being more prevalent then ever with the advent of grey knights and their powers like fortitude. You need to get fortune off for the seer council to be worth it and if it gets blocked by a psychic hood or runic weapon you have problems. A second farseer to cast it again points permitting helps with this but you are spending tons of points on a single unit. Also if you don't get first turn you can't fortune if you reserve or come on from dawn of war so this is another strike against Jetbike Seer councils.
Wave serpent seer council might be worth another look since there is no more psy cannon that ignores invulnerable saves but they are in trouble if their serpent goes down.

Farseer (195) w/ Runes of Warding, Doom, Fortune, Mind War, Spirit Stones, Jetbike Autarch (140) w/ Laser Lance, Fusion Blaster, Mandiblasters, Jetbike Warlock x10 (530) w/ Destructor x4, Embolden x2, Enhance x2, Jetbikes So far it hasn't been killed, even from hoods, the Autarch is amazing on the charge and helps a lot with dealing with those pesky FNP/T5 Plauge Marines. It's a huge point sink, but so fun. As Avariel said, Destructors can be good, it takes a lot of careful positioning, and if the horde player is careless, then you can wipe them with just that, then go back 6"!
