"The Imperium of Man cannot have emotion. The Imperium of Man must be as merciless and uncaring as those it fights. The Imperium of Man is not about the people that make it up, but the big picture, the entirety. If I execute a thousand men for cowardice and ten thousand men fight harder as a result, then I have won a great victory. If I execute a thousand men and nine hundred fight harder, I have received a minor defeat. As such, next time I execute a thousand men, I must ensure it is effectively placed so as to motivate the most men possible. It is by sacrificing what is actually the minority to empower the majority that you win." - Commissar K59

So Commissars have always been one of my favorite 40k units and while I was working out today I had an epiphany: Why not have an army of Commissars?

Let me explain to you my idea:

Veterans would be Cadet Commissars. Imperial Guard sergeants would be a Commissar as well. I don't know how I could explain their loss of BS compared to the Cadets but I figure if I added 2 points to the squad it wouldn't be a big deal if they were BS4. I would do this if playing with friends. Competition games, they'd just be BS3.

Commissars would of course still be Commissars.

I was thinking then of having a Lord Commissar, and then Iron Hand Straken as a counts-as Chaplain. The Chaplain and Lord Commissar would check for taint, instill religious values, and also make sure there is no dissent among the ranks.

Now I know in old fluff Chaplains used to make sure the Imperial Cult was upheld not only in Imperial marine chapters but also the Imperial Guard.

Anyway, as for the rest of the fluff, it would be mostly a Schola Progenium battlefield testing force. I may also include an Inquisitor ally from the Witch Hunters codex (for the short time they are going to be allies, that is! )just for extra fun.

In short, as a testing force, they take potential Commissar recruits and they send them into battle. They will typically requisition Imperial Guard units in order for their Commissars to be tested, so there will be a variety of Imperial Guard units in the force. (Probably going to be mostly Valhallans and maybe whatever Imperial Guard I can find)

If anyone has any suggestions, I would very much appreciate it. It'll mostly be an infantry force though I plan to have a little bit of Chimera+Leman Russ support.

Sounds pretty scary for any actual guardsmen that find themselves in that army.

In the battlefield

It sounds PERFECT!!!

You are not free whose liberty is won by the rigour of other, more righteous souls. Your are merely protected. Your freedom is parasitic, you suck the honourable man dry and offer nothing in return. You who have enjoyed freedom, who have done nothing to earn it, your time has come. This time you will stand alone and fight for yourselves. Now you will pay for your freedom in the currency of honest toil and human blood.

Haha yeah I was talking with my friend about the idea and he said that the guardsmen in the army better be on their best behavior at all times. And I agree. Reminds me of this motivational poster:

If you can get enough mordians this would be ace.

Failing that the Perrys either are about to make or already have made a Napoleonic set with peaked hats that you can use for Cadian head swaps.

Not that I know of. Cadet Commissars are from RT and I believe they might have been in 2nd edition.

I actually have like 40 of the the Wargames Factory British colonial infantry as seen here: http://wargamesfactory.com/webstore/war-of-empires/british-firing-line-zulu-war
Which I am planning on using.
Just need to get bases for them and we're all good to go!

@ Everyone else- I will start a log detailing everything as soon as I get all my funds together to purchase everything for this army.

4th. One of the example armies was the Terrax Guard. There's a Schola Progenium school on Terrax that also helps train the local armed forces. Independent Commissars, Carapace, Close Order Drill, Grenadiers, and Stormtroopers for doctrines.
