Something I thought of today.

It shoots ok, 12 Missile launchers @ 3 different targets + 5 lascannons @ 3 different targets, plus has respectable anti-infantry in the assault squads. Meph provides a random midfield trolling element, plus psy defense.

Also, fairly good survivability in 55 FnP marines, who can hang back if necessary to reduce the number of shots your opponents can put into them.

Hang back with the priests to give FnP to all your backfield dudes in the first couple of turns, while stringing out the assault squads to make sure they get FnP too (keep the Priests attached to the assault squads most of the time). If needed you can leave a priest behind sitting in the tactical squad to ensure your backfield has FnP all the time, if necessary.

I'm not a huge fan of Mephiston in this list to be honest. For the same cost you could get two jump pack libbys that could be throwing up cover saves on all of your marines. This would allow you to bubble wrap most of the dev squads with the assault marines and then they would get a five up cover which would let you survive that much longer.

I'm also not that wild about the tactical squad, especially since they'll be foot slogging it. I think you'd be better served by a Baal Predator with AC and HB sponsons. That would leave you another twenty points to beef up the Sternguards or give hand flamers to the libbys.

Mephiston is good at killing small marine squads and stuff, and he's quite a bitch to get rid of for some armies.

You should be able to almost always get your marines cover anyways, especially if they're hanging in backfield and your opponent is shooting at them from across the board.

If I took a Ball it would be the only AV target in the list, and would inevitably die to side shots (especially as I have to get close to use the the TLAC).

An option is swapping the lascannons on the Sterns and Tac. squad to Missile launchers, gaining you 50pts, allowing you to upgrade the Tactical squad to a third Assault squad w/ 2x melta + PF, but then you lose your backfield troop unit, + the Lascannons help out against terminators and other random 2+ stuff that you might come up against, Paladins especially don't like them.

I don't like sternguards with LCs.

As to the ACs, which are awesome in BA, a TLAC outperforms a TLLC in anti-infantry and anti-armor (the percent to destroy/explode av14 vehicles is higher for the TLAC than the TLLC).
I'd say take advantage of your baal predators and such. They will serve you better.
If I were to make this list shootier, I would say you can keep the devs, I guess, but you need TLACs. They are too potent in BA. Get TLAC razors, predators, you name it. It will serve you better.

It seems like outflanking stuff would be a big problem. An all Drop Pod army would probably be an issue too, as you don't have too much Melta.

I like this list, it's very different and is an interesting list for a blood angels army. A suggestion i could offer depends on the layout of the said battlefield, perhaps consider taking a techmarine to bolster and defences you have, say a building? You could turn a 4+ into a 3+ cover save. That way, any AP 3 weapons or better would still not get the better of you. Also what about running captain tycho with a unit of sternguard instead of mephiston? He has the special issue ammunition and could get your sternguard out of trouble if they got charged then you have 75 extra points to spend
