Can you put my mine a rest?

My friend of mine says that you can use the rule to raise d3+1 wound skeletons this can be use to break starting unit size but I read as this only can be used to heal units up to the starting wounds

For example a unit of tomb Guard starts the game at 20 models according to my friend that this can be increased is this correct or it that I can not increase number of models more than what was there at the start of the game.

On page 28 of the Tomb Kings Armybook, under Resurrecting Fallen Warriors, it states that:

A unit cannot be taken beyond its starting size.

The Restless Dead Lore Attribute states that:

... as described in Resurrecting Fallen Warriors on page 28.

This means that when a unit has a starting size of 20, using the Restless Dead Lore Attribute can never lead to the unit increasing unit size above 20.

Your friend may be thinking of Vampires who can purchase a power that allows them to increase units beyond their starting size. Vamps and Necromancers can also increase the size of zombie units regardless.

No such rules apply to TK.
