Mmm i thought it wasn't but doesn't seem to be.
I found an ebay listing that is the source of your photo, and the details mention there it is not a GW piece, but is compatitible with GW.

its not forgeworld. 
The arms are on ebay and it says in the description not forgeworld. 
The arm is a custom script.. a good one...but custom
