Ebay. Search for "poisoned wind mortar" popped up several of the IoB models being sold individually.

What are opinions on the PWM? Is it worthwhile? It has a tiny blast marker, but at least it's move and fire. I've never understood the application for move OR fire support weapons for skaven personally.

Because the warpfire thrower is quite terrifying enough to my poor halberdiers as it is?

Converting a mortar wouldn't be too hard. The key would be to get a small cannon, or a tube of some sort. Strap it on to the back of a Skaven, put him on a Calvary base with a buddy and make some green stuff "orbs" to lie around. Ta da!
