I'm not familiar with Warhammer fantasy as I am still working on a 40k army(might start fantasy soon though)
and I'm just wondering, is the Empire as mean as the Imperium?
Also is the overall side of "good/order" losing to chaos?

No and No.
The Empire doesn't control the world in the same way that the Imperium controls the universe.
And while chaos can bat it's pretty little eyes at civilization every now and then, it is always stamped out by the powers of the sheer will to live.

No and no. I made the same mistake, because I came from 40k to fantasy. Fantasy isn't nearly as bleak. There's a far larger proportion of total civilians. There's probably a good portion of inconsequential farmers who'll never even SEE warfare. Fantasy, there's a far higher chance you can lead a totally normal life. The Empire in particular though, they're...not nearly as oppressive. So long as you follow their basic laws and don't kick up too much of a stink, most people will be fine in the Empire. Hell, they're even fairly open to co-operation to other races, like the Dwarfs, Ogres and Halflings.

As the other posters here have stated, The Empire is much more including, and pleasent to live in. Chaos is not as all present as in 40k either, good always win in one way or the other

To be fair, this has been said about many planets within the Imperium as well.
Though, I would agree the Empire is for the most part more stable, though they do deal with mutations and beastmen/greenskin tribes which exist within their own territory.

Yeah, but there's less chance of a warp rift suddenly forming in your house or something.

It might fall into a pit of man sized rats though, or the relatives buried in your backyard might try to eat your brain, or the witch hunters might think your sister is a little too clever, or you could get one of the many plagues etc :p

In 40K, you get the sense the Imperium owns just about everything. 2348239852389 home worlds or whatever.
The Empire in WHFB seems almost a minor power. Probably have less land than Lizardmen/HE/Chaos(WoC)/etc.
And because it's old-timey, there just isn't this huge united nations of cooperation. I mean it's hard to even envision how you get Ogres fighting Dark Elves or Lizardmen fighting WoC unless you go out of your way and say they are some kind of zealots. "Yar, let's march for 6 months through 3 enemy territories so we can fight this other enemy territory." In 40K people can just warp around.
