Army Painter snow flock, mixed 1:1 with basic PVA glue. You get a slurry that you can just dump on the base, and shape it a bit. Then sprinkle the snow flock on top to make it look fluffy

Looks really nice. I like that you went with the 2nd/3rd ed color scheme with the bright/light blue over the more common darker blue or grey that is popular now.

The yellow I use is plain old Ianden Darksun. I do mix in a tiny bit of Sunburst Yellow to lighten it up
