Pretty useless.
In a mechanized list, especially useless considering you can't give orders to units in vehicles. This applies to mech vets and mechanized platoons.
In a foot or hybrid list they can be marginally useful, but the units that really need them - HWS - can't take them. A gunline platoon might make some use of them, but that's about it. If you've got 5-10pts to space and your power blob sergeants all have meltabombs, power weapons and so on, buying one or two can't hurt, its just that there are better ways to spend those points.

I never use them. I even run heavy infantry lists most of the time. The points start adding up and I always want to use them somewhere else.

If you have an extra 5 points left over on your list, you can give a vox just to a command squad. It's cheesy, but it allows them to reroll orders that they give themselves, as long as they're not embarked on a transport at the time.
With most builds orders aren't that vital, though. Guard are about redundancy and incremental damage, so points spent on improving the efficiency of basic units typically aren't worth it.

I disagree
HWS's are largely useless except at very high (2000+) point values where, in a foot list, you start running out of space
Generally you buy your HWS's a lord commisar to babysit and a vox is not as required.
even in a 2k list, i'm only buying maybe 6-10 voxes, at most.I'd much rather give my infantry units furious charge more often, 2+ cover, rerolling enemy cover saves, ect. than stuff a few melta guns into units that are going to be locked in combat for much of the game.

priests are only for sticking at the back of your blobs of infantry, possibly at an intersection of 2 blobs, so when the blob charges he can give them rerolls and not make combat.
they do really pump up the killyness of the power weapons in the blob, and can make their points back, as long as you are sure the combat ends before he runs up and gets clobbered

here's an example 1500 list I recently ran
notes:
-about 30 men is what you want for a blob

Vox's are pretty much garbage. Mech lists usually don't utilize orders all that much, and if they do, it's on the higher LD of Veterans anyway.
Foot lists are running Creed, so they don't need them there.

thats how i expand past 2000
once you reach a certain point you really want to outflank some blobs to avoid your whole deployment zone from being solid guys
but with creed you don't need big al, creed can outflank one unit

I like to have my Company Command Squad and a Couple of veteren squads as the anchor of my line and it is in these three units vox casters very useful.
Something like
Company Command Squad
-heavy weapons team Las-cannon
-Vox-caster
Veteren Squad X 2
-Heavy weapons team AutoCannon/ Missle Launcher
-vox caster
-3 greande launchers
Making sure bring it down comes through so that you can make sure your las-cannons/autocannons/ missle launchers hit that/those tanks charging your like is worth 15 pts imo. even grenade launchers using krak grenades have an 18% chance for a glancing blow against chimera equivilents if they hit.

The way I look at missile launchers for IG, is that for the cost of two missiles HWS, I could get a lascannon team and an autocannon instead. Though missiles are awesome in other armies like Space Wolves, Guard benefit from higher RoF weapons like autocannons due to BS3. Then for high strength shots, lascannons are superior. Missiles may be versatile in that they have the frag option, but in the end, they're just a poor compromise between the autocannon and lascannon.

Voxes are good in lists with non-tranport platoons. BiD is fantastic when used to order a blob, ans is FRFSRF. Even "fire on my target" can be amazing against certain lists. When you really want something to die, orders to a blob can turn the tide...you don't want to fail that roll.
However, if you are running chimeras, leave the Voxes at home, becuase you will rarely use them. The points are better spent on weapons.
