Was Guiliman's move to turn Astartes Legions into Chapters really good decision to make?
Because there are lot of supporters for either answer let us hear your opinion.
I can't really say was it the smart move or not. Sure, the size of Marines in one Legion was terrible tough indeed. For if that Legion rebel ( like 9 ones did ), they would need large force to stop it. And they didn't have the resources or even Manpower then to do that ( they even don't have it now ). On the other hand, Guiliman turned Astartes from large Crusading front troops into small Special Operations organisation who would see to help whenever they can, and their role was literally taken by Imperial Guard. Thus lowering the Marines potential to conquer a sector or hold back enormous tides of enemy force ( Crimson Fist and Scythes of the Emperor ).
What do you think?

In some ways it was, in some it wasn't. I can't help but wonder if he would have been so eager to do it if the Ultras hadn't been the largest legion though.

In a fragmented Imperium, one cannot maintain headquaters to guide 1/9 of the Space Marines trying to keep everything from falling appart. It was paramount for future Imperial survival that the Space Marines were split up in lesser groups that could act on their own accord. In that way there are smaller groups of Space Marines spread all over the Imperium, lending their superhuman might to the Imperium, which is needed in tons and tons of places.
The united legions were good when the galaxy needed to be conquered and you had to focus your strength to take new worlds constantly, but now it is more about playing defense, and spreading your forces are a good thing in that game. Guilliman nailed it again.

The invention of the second founding was a creative decision made by the studio in the early 1990s to reconcile Rogue Trader's background with that created for Epic Space Marine. Since it gives players of Space Marine armies a choice of 1,000 chapters rather than nine legions, it was an eminently sensible one.

Yes. Think about it. The Emperor was incapacitated, and could no longer directly rule the Imperium. His chosen heirs, Horus (dead), Sanguinius (dead), Magnus the Red (fallen) were lost to the Imperium. The Legions needed strong leadership to remain effective, and Guilliman knew that with the only Primarch that all others would have followed without question (Sanguinius) dead, the chances of rebellion would have been very high. At that point the Imperium was largely in ruins, so he decided to accept the lesser evil of dividing the Legions into Chapters to reduce the damage of further rebellions.
