So, here it is in its simplest form:
1. DE player uses Power of Darkness, gains X dice
2. You use the Hex Scroll
3. DE Sorceress turns into a frog, can't use her PoD dice, takes X amount of unsaveable wounds, probably killing her.
4. ????
5. Profit!
So, question: Does this work?

Works as long as you can make the roll. yes. And they are not unsavable wounds, they are no-armor wounds. They aren't even straight wounds, they are simply S4 hits.

At T1 (because of the hex) that's most likely a dead level 1/2 sorceress, and possibly a dead Lord-level.
Not saying it isn't a bad idea, because it is. Really good, in fact.

Can't use the ward save while a frog.
But, I don't think it's worth it.
On average, you kill a level 1, maim a level 2, and do very little to a level 3 or 4.
Feedback is my weapon of choice. Dark elves seem to love throwing more than 6 dice, because they can.
If you don't mind going heavy on defense, I could see taking both; but at 50 pts, I'd take feedback first.

Why does the level of the Wizard affect the damage the tactic deals? Admittedly, a level 3 or 4 would be Lord level and thus have more wounds, but a level 1 or level 2 sorceress would be equally negatively affected by it.
Why would you do very little to a level 3 or 4? They take at least 2 str 4 hits, wounding on 2s, which they cannot save unless they have an inherent ward save. You're pretty much auto-killing a Hero level sorceress, unless you roll a 1 to wound.
A feedback scroll is the less desirable of the two options in my eyes, as it relies on a less likely occurrence (namely, having your opponent throw many dice at a spell, unlikely in this age of terrible miscasts) in order to be effective.
This gambit, however, is almost guaranteed to be effective, seeing as when was the last time you played a Dark Elf player who -didn't- cast Power of Darkness at some point in their magic phase?

because the wizard only becomes a frog if they roll over their wizard level on a D6. so a lvl4 only has a 1/3 chance of getting effected, lvl3 a 50% chance, and so on. If you are successful then you have the PoD dice which will need 2s to wound.
Its far from a sure thing for the whole thing to work.

And, from what I've seen from store to store, this is the age of terrible miscasts, yes, but also of one big spell per phase where you throw as many dice as you can at it.

As a DE general, if you actually got this to work on my primary caster, I'd laugh, shake your hand, and then concentrate all the harder on beating you anyway.
In the much more likely event my primary caster went unaffected (secondary ones are expendable), I'd just laugh.
