I've looked at the Dwarf army book pdf and the8th ed faq but can't find the rules for runelord and runesmith's dispelling abilities. (the book says they get x number of dice, but I thought they changed it to +2 to dispel or something)

The army gets a +2 to dispel which is not dependant on characters. Runesmiths/lords actually still add dispel dice to the pool.

Which is why most players just roll six dice at their best spell trying to force IF vs. dwarves.

The BRB tells you that Dwarfs get a static +2 to dispel, as long as no wizards are present on their side. You never suffer a Loss of Concentration or anything, so it's decent.

With a Runelord and the Master Rune of Balance, you're looking at +3 dispel dice and -1 power die, which is awesome, but against a lvl4 wizard, it's still not a sure thing. Even if you roll X and 1 for the winds of magic (you get X dice, Dwarfs get X+3), you have a static +2 more than they do, which means they need to roll an extra die to keep up with you, but probably more, since few players are content with a 50/50 shot.
Toss in a Runesmith and/or some Spellbreakers/eaters, though, and things get significantly tougher.
