So having played fantasy in many form I have been on a long term break and haven't played in about 5 years so to learn the new edition after much deliberation I have reverted to an old fave, the Vampire counts!
My previous list was a Brettonian knight list converted from the bret range a deadified, so this time I fancied something a bit different and a Ghoul Horde would be very cool, not knowing the new system building a list is mostly guess work but here is what I'm thinking:
Lords:
Strigoi Ghoul King (260), Red Fury , Fear incarnate , Aura of Dark Majesty , Skabscrath - 435 Pts
Master Necromancer (165), Lord of the dead ,Dispel Scroll , Staff of Flaming Death - 250Pts
Heroes:
Necromancer (65), Staff of Damnation- 105Pts
Necromancer - 65Pts
Core:
34 Zombies - 102Pts
30 Ghouls - 300Pts
30 Ghouls - 300Pts
40 Skeletons (200), Full Command (30) Screaming Banner (25) - 255Pts
Special:
Corpse Cart W/Lodestone - 120Pts
8 Crypt Horros - 304Pts
8 Crypt Horros - 304Pts
Rare:
Terrorgheist - 220Pts
Mortis Engine (220), Blasphemous Tome (20) - 240Pts
Total - 2996 Points
Advice is welcome, as I said its mostly guess work, the plan is to lurk the master in the Zombies and raise a new unit to drop the other one into. The skellies will form the line with Ghouls and crypt horrors on each flank with the gheist as rapid support and the mortis engine to look cool (not really sure how to use it but its freaking cool!)

Please edit your post and remove the specific points cost for the Vampiric Powers, Magic Items, and various upgrades. Copyright Laws and all that.
On to the list:
I don't feel that skeletons fit the Strigori theme and I would drop them in favor of buffing my Ghoul units to 25 or 30 and beefing up the Zombies to 40.
I see your plan is to raise a new unit of Zombies and plant your lone necro there. Are you planning on taking other lores or using Vampires and spam IoN? If spamming I understand the need for 6 casters but if not then I would scrap the Necro on the corpse cart and look at adding some Bat Swarms to attach to your ghoul combats and keep them alive a little longer.
1 Corpse Cart should be good but to each his own.
I have not played with the Mortis Engine but I think points are better spent on another unit of Crypt horrors or a Varghulf for some hitting power. The Corpse Cart and Crypt Horrors already have regen so the best you would be gaining would be 4+ Regen on Horrors instead of 5 and a 6+ on the line ghouls which is all moot if your being hit by flaming anyway. But give it a whirl and let us know how it goes. It is a totally bad a** model with some nice rules.

Your list isn't legal.
You must spend at least 25% of your points on core.
At 3,000 that would be 750 points in core.
Give the skeletons the screaming banner, and stick the ghoul king in. Fear test on 3D6 (taking worst 2) and re-roll if you succeed is awesome sauce.
You've got a level 4, three level 2's. and 3 bound spells. I think it's too many spells, with too few power dice. Downgrade a few to level 1, drop a bound item or two, and drop one caster entirely (I'd drop the vampire hero).
6 Crypt horrors aren't enough, you'll want at least 8.
I'd also combine ghouls into a 40 strong block.
Keep the engine. It's very tough to kill, bounces back quickly with spam casting, and dishes out a lot more damage than people give it credit for.
Strigoi leds skeletons (5 wide) in the center, ghoul horde (10 wide) on one flank, Crypt Horrors (4 wide) on the other flank. Zombies are behind, with the cart and engine, and the terrorgheist plugs gaps. Points saved on downgrading magic can make the list legal by picking up another 30 or so ghouls.

Cool thanks for the advice, I have tweaked the List above and its now legal! (yay me)
I'm thinking of going to the single ghoul unit of 40 and using the spare points to get a unit of zombies for the necro to sit in at the start or maybe some Dire wolves (as I have them knocking about somewhere).
@ Night child I always saw skellies as more ghoul like as the flesh had been eaten, maybe modelling tooth marks on the bones! (all those hours studying bones for my archaeology degree will be useful!).

Ok, I like the overall look of this. I agree with HawaiiMatt, though, you still have too many levels of magic/dice. I would drop both of your Necros to lvl 1, and possibly the Master down to lvl 3 (assuming they are all lore of Vampires). this means you will be rolling 5/6 spells, and dropping duplicates/unneeded spells down to get two or three spells besides 3-4 Invocations.
I do like the Mortis Engine. It helps your Strigoi as well as the Horrors.
I think you should try and squeeze the corpse cart into Special. I think your necromancer would be safer separate from the cart.
On your Strigoi: I'm not sure the +2 attacks for that many points is worth it, considering you would lose the benefit of his Poisoned attacks by taking a magic weapon. If you are going to take a magic weapon, I would either make it Skabrath or something that increases your strength.
Last thing: you wasted 30 points on your Strigoi. He has a 5+ Regen. The best thing you can do is take the 5pt Dragonbane gem. This means you automatically have a 5+ against most things, and against things that remove it (fire) you have a 2++. Since I noticed you said you hadn't played in a while, I'm guessing you might not realize that you no longer get to take both a regen and a ward; it's now just one or the other (plus armor if you can get it).

A few more adjustments made, changed the kit for the Vamp, how useful are poisoned attacks now?
And is STR 5 no longer something to be concerned about? I'd always thought it plenty, wounding most folk on 2's?
Dropping the magic levels give me more ghouls (which is nice)
and the cart is moved to Special (which should be legal still)
and with my crons nearing completion it will soon be on to actually assembling this horde!

It looks pretty good, but like I said, you're going to need the dragonbane gem (from the main rulebook), because otherwise Flaming Attacks (which are common) will kill your general real quick. It is the best five point piece of wargear for the Strigoi. Edit: oh, and poison is good, because it automatically wounds if you roll a six to hit. The reason why it's even better on the Strigoi is because he has eternal hatred, so he always re-rolls his to-hit rolls, giving him more chances to wound.
