Basically, do units hit by Tremor Staves count as being in Difficult terrain (thus Dangerous with a C'tan) for the purpose of assaulting ?

No they simply move as such in their following movement phase.

The only issue with DT during an assault is if you have to make the roll, your init is set to 1. Since Tremor Staves make you roll - your init is 1.

edit: I don't have the codex so only going off my fuzzy memory of the rules in it - does the Tremor Staves say only the next movement phase?

Yes. The tremorstave rule only specifies the unit is affected in their movement phase. By the time assault rolls around, they're free to move normally.

Q: Does Writhing Worldscape cause every model moving through difficult terrain, moving as if in difficult terrain and counting as moving through difficult terrain to take a Dangerous Terrain test? (p41)
A: Yes. For example a unit hit by a tremor stave would have to take Dangerous Terrain tests if they moved in the following turn, as would any unit moving in the first turn of the game if their opponent had Orikan the Diviner.

So it does make their movement more dangerous, but not assault

The tremorstave is very specific that it only applie to the next movement phase, if it were for the whole turn they would have to take a dangerous terrain test.

Blood for the bloo... wait no, I meant for Sanguinius!
