I am thinking and contemplating on starting a unique Empire army with me Tax returns this year and am wondering if these models would work as an Empire army? And if not as an empire army then what army would they work for? And what units could they stand in for? Thanks

As a empire army it would consist almost soley of HW/Shield guys due to WYSISYG and Empire can not get catapults or balistas

Roman armies are a bit out of place in warhammer imo. Unless maybe something like dogs of war
Do you not like the looks of empire/generic medieval/renaissance?

I just really like the Roman Empire and have always thought about using the GW guys and customizing them to look more Romany, then I found these!! And they are like half the price of the GW Empire Units.
And I would probably buy actual cannons and not use the Catapolts and Bolt Throwers, but still use the Weapon Crew.
And there are Cavalry that can be used for outriders, you can get roman guys with spears. Also their is a cool looking Emperor unit that could be used as a Wizard.
But what are the main units that make up a competetive Empire Army? I constantly see Swordsman as Core, a Wizard or Arch Lector as a Lord, and cannons as Rare and Special. Am I missing anything?

Are halberbiers that much better than swordsmen? And I would still use the steamtank, just replace the guy standing out of the hatch with a centurian.

Halberds deal damage while swordsmen just tie things up with WS 4 and a parry. So if you have lots of other hammers in your list (Knights, Stanks, ect) then you can leave halberds at home IMO

Largely speaking, it is a question of who you are gaming with. If you game regularly in a GW retailer, then the managers and staff may have problems with your non-GW minis (no matter how beautiful and inexpensive they are). If, however, you game in a local club or in a friendly neighborhood store, then I can't imagine that you would run into any problems.
With regard to Warlord games, I myself run a whole bunch of their stuff. I've been using some of the roman war machines as "bolt-throwers" and a "halfling-hot pot" for my Dogs of War. Also, you should look into TVI ("The Village Idiot") who won a whole slew of tournaments back in the day using Empire. His feature army is composed mostly of Warlord Games stuff, which may whet your appetite.
Also, Kenshin620 mentioned that Roman armies might be out of place. This is true in the Empire. In Tilia, however, which is often styled as early-Renaissance Italy, the Roman soldiers would be a natural fit. Tilian troops could be depicted by either Empire or Dogs of War, IMO.
