If i'm thinking of the this right, then no, when a character leaves the unit it doesn't count as moving, but if they join one, then yes, the unit counts as moving since they have to rearrange to make room.
It does not mention in the Leaving a Unit section anything about the unit counting as moving.
They are free to move in the remaining moves phase, but do not have to, and cannot declare a separate charge to the character but I believe are otherwise unaffected.
