Regular Testers model paint is a whole different animal than
GW paints. Testers are an enamel that are mediocre for model cars and horrible for little army men.
If you're looking for an alternative, try out Vallejo Game color or Vallejo model color. The game color line offers colors similar to
GW colors with similar but different enough names to avoid copy right law suits while the model color line offers a wider range of colors.
Both come in 17
ml dropper bottles so you'll need a pallet to work with them, but they give you more bang for your buck and won't dry out as quickly (subject to internets argument so I'm just using personal experience).
P3 also has a line of paints that are pretty good too. Unfortunately I can't remember prices or quantities off the top of my head so you can google that.
Check out the selection and prices at your local gamestore and see if they have any specials or recommendations.
If you're looking to go real cheap then you can always pick up Apple Barrel or Folk Art craft paints at Walmart. For less than a buck you get a nice big bottle so you can afford to get all the colors you want. HUGE drawbacks to using them for models as the pigment density is low and the paint is thick, so forget about
GW quality.
