Okay, first off I realize that the lighting is crap, but there wasn't much I could do about it with what I had. Specifically I'm wondering about the Librarian's eyes. I don't really like the way mine are, but glowing eyes are just too cool not to do.

Also, this is for my own army which happens to be darn green, not Salamanders. That's why his skin isn't ash.

About half way down is an example of a space marine helmet with glowing eyes where the eyes are done white with red glow effect on the rims of the armour (which would be the cheeks for your librarian). It's not something I've tried but it's the only suggestion I have.

I would start by painting his robe a different color. Right now you have 2-3 different shades of blue on the armor, and it just looks muddled and hard to read. Try using a cream or bone color for the robes, you'll have some better luck with that. I would also hit up his skin with a wash or something, as the color is very flat. A flesh wash and some highlights would go a long way on that.

Would purple be an okay color for the robe or is white/cream/tan the only real option? I've never liked the white/tan robe. I might even do grey/black. I love the higher saturated colors.

Edit: also, what should I do about the lips? The more I look at them, the more I hate them. He looks a bit clownish.

This might help with the eyes... it's a handful of posts I did on Object Source Lighting.
It's more about the idea behind the effect and how it breaks down so you can do it on your models.
