If its supposed to be paved with them, there would be nothing BUT skulls on the ground. Might look better if you filled in the blank areas with gravel, but you should have done that then modleded it that way.

Also, is that blue stuff pieces of the mold? Something doesn't look right with your casting method!

no the blue stuff is putty i'm cheap right now so i just used a GW 1" base and a GW skeleton with a paper clip glued too it to make the skull inprints and the putty for the mold

Yes.

There's too many for them to be a thematic accent and too few for it to feel like a pile of skulls. You need to fill the dead space with skulls or leave more of it for standard groundwork.
