Clearly a supplement for the much loved Uplifting Primer with I would imagine slightly more practical pieces of information for the Guardsman in the field.

You can however get shot for losing this one too.

Looking at the description, this is not "new" - it's the existing Uplifting Primer and the existing Munitorum Manual thrown together in a single book.

That said, I would recommend this to anyone who does not yet own them. They do conflict with GW fluff a bit (obviously referring to technical details and doctrinal information, not the ludicrous propaganda on how weak the xenos are), but they are a very fun read and written in a very stylish, suitably grimdark manner. Excellent inspiration to get into the right mood for an IG game, or a session of the Only War P&P.

For this price, it's a steal.
