What exactly are you trying to accomplish? Are you trying to use Coal Black at the ends of the tabard to simulate tears? If that is the case, it is near impossible to pull it off convincingly. Your best bet would have been to use a knife and actually damage the cloth were you wanted it before you painted.

I was trying to simulate tattered cloth at the base of the cloth with coal black but it looks pretty bad.

I think you'd really have to use Green Stuff or hack up the model to do this convincingly. That's because, unlike armor plates, cloth that tatters and tears is going to hang in different folds. You can't really just paint a tear in the cloth, as the cloth isn't stiff enough to just hang there with a tear in it.
If you did want to paint it ONLY, you'd really have to go for a full "trompe-l'oeil" effect, where you used the actual portion of the miniature as a canvas and painted the picture of torn cloth, hanging in folds, onto the surface, which sounds like WAY too much trouble.
Now, on the other hand, if you just want some tattered cloth that isn't torn, I think that you'd want to, in general, paint the frayed edges as uneven and lighter than the rest of the fabric, representing a faded cloth. Darker portions would just represent areas which were stained or dirty. Now, if you alternated some lighter edges and some darker areas (and not so evenly that it looked like fringe), you might get a good 'worn cloth' impression, but it really wouldn't be tattered, per se.

Overall I would say it's pretty nice. The tabard and parts of the shield could use a little work but neither are bad at all.
I would (even though your finished) suggest doing a little edge of dirt/dust on the very bottom edge of the tabard. It's a little clean compared to the armor.
The shield looks good but the crossed swords part of the icom looks a little off. It may be just too clean on an otherwise battered shield.
Even still a army of guys painted to the standard of this guy on the table would look excellent.
