not sure how to do the fire have an idea to sculpt out of some sort of putty or green stuff and to paint to flesh parts white and with fine tip pin draw on the vanes then wash it with a combos of links to get a pale sickly yellowish green

I think just he veins might not be that convincing for Nurgle on its own, I recommend sculpting a few wounds and / or pustules too.

Also the circle with the Chinese carachter I would fill in with green stuff and sculpt or free hand a mark of Nurgle on there instead.

The flames could be converted from some of the fantasy models with flames or smoke such as this from the vampire counts.
