So I picked up planetary empires and was wanting to change up warhammer a little bit. And thought of randomizing the bunch into a big board then having each of us (3 players) pick out even tiles. Then playing many games as like risk moving armies into areas adjacent and invading. Having set some 50,000 point army cap( now we don't have that much I think the person with the least has about 3000) then setting an army amount into each hex trying to defend or what not. So when one hex has 2000 points of guys and the other has 1500. Yeah might be unfair but you might get lucky and take out a bunch of his before he takes the hex and what not. Haven't thought thru much of the details. But my two questions are
1. Does this idea sound decent? Or just dumb?
2. And last with planetary empires there are structures that are used. If we do a game with the piece should it take up the whole board? Or just a terrain piece? Automatically Appended Next Post: Whoops wrong board. Apologize

That just sounds like a fun map-based campaign to me. You'd need people devoted to the idea to make it work, but I've wanted to do something like that for a while.
As for the Planetary Empires tiles, I would just make the board themed around those. So if a starport takes up a whole tile, the board should just heavily feature some kind of starport-style terrain.

Sounds like a great time. I'm a big fan of army movement on the map then translating the hex to the tabletop for the "zoomed in view". You can even get crazy with supply lines, bonuses for capturing certain hexes, etc. Almost like the turf system from Necromunda. I wish they would had included such rules directly in the Planetary Empire rulebook in fact.

Yeah hats how I felt after reading planetary empires. I'm thinking of some rules to play a risk version with the planet strike.

You know, you could take a look at the oooold WHFB Mighty Empires - it's basically "Planetary Empires +1" as it features a lot more stuff like scouting, sieges, espionage etc.
The ruleset can be downloaded freely on GW's website: http://www.games-workshop.com/MEDIA_CustomProductCatalog/m1340009_Mighty_Empires.pdf
If you take this and merge it with Planetary Empires to conform to 40k, perhaps you could add to the strategy layer.

I like this idea. Rather than sticking to the actual points or units you have in each "sector", you could use markers which would make it more like actual Risk, then simply say that each marker represents 250 points (which I think is roughly what you were thinking of doing, but just in case).
Of course, there's going to be overlap of units where nobody has that many models - but to give a sense of cohesion, you could try marking down the precise location of special characters and only allowing their use if their marker is involved. This gets tricky if a list build depends on it, though, like switching units for Troops.

I still have my old Mighty Eempires rulebook. In that rulebook, each force banner used its own army list up to 1500 points worth of troops. If you wanted bigger battles you committed more Force banners to the tile in question.
That in turn, would bring reserves into play, as to when the other force banners would show up on which turn or turns.

Haha funny you mention 250 Super Ready its what i was thinking about. This is what I've come up with so far. Still thinking of the finer points, something for the attackers and how to use the power generator piece. But please tell me what you think, I call it risk 40k. ( the figures or markers I was thinking of just picking up a regular risk game to snag the colored guys and use them.)
Risk 40k
Defenders
Gain the firestorm ability that is used at any time during the game. But has to use all of the available shots in the same turn.
Roll one D6 and add any bonuses granted by shield generator (death or glory!!) this represents how many strength 9 ap 3 large blast barrage shots you can use. Rolling of scatter is done like normal with no reduction to the scatter with ballistic skill.
Attackers

Reinforcement Die
Each player starts off with 4 Reinforcement die and will be augmented with more dice depending on number of structures you control and their abilities if any. Each die result of 5+ will yield you one squad (which is represented by one figure) and counts as 250 points. This result of 5+ may be augmented by the Command bastion changing the value to 4+. If you control 2 Command bastions the result is augmented to 3+, and so forth. The number in which the reinforcement die can go, is no lower than 2+.
Structures
---Command bastion
Gain +1 on reinforcement rolls
---Manufactorum
Gain extra d6 of reinforcement die for each manufactorum you control
---Shield generator
Pick one of two abilities when your being attacked
Tactical Retreat
- for every shield generator you control you may withdrawal 500 points of an army being attacked this turn to an adjacent hex you control.
Death or Glory!!
- for every shield generator you control you gain a bonus of shots of +3 to your firestorm roll.
---Power generator
I'm trying to make it as simple as possible but make it have at least some depth and some strategy to it as we'll.
