Anyone know of a manufacture that makes cowering/shell shocked civilians in 28mm? Trying to find some for a diorama.

I can't say that i know of any models, but some conversions may be better with some fantasy things, perhaps dark eldar prisoners and some greenstuff, to look as if they've been knocked over? Other than than, i'm afraid i can't help much short of conversions :(

Look for 1/48 scale civilians / refugees from any of he major military modeling companies. That scale is pretty much spot on for 28 mm civilians.
A word of warning, avoid o-scale civilians from the train companies. While o-scale terrain is excellent for 28 mm, you will find the civilians to be too large.

1/48 is only spot on if your definition of spot on is REALLY loose, even more so when you consider that a large portion of the 1/48 figures are actually 1/45 in order to split the difference between North American O Scale, European O Scale and Asian O Scale (1/48, 1/43.5 and 1/50 respectively). Most the military model makers skip civilians because they are well covered by the model railroad companies.
For ones that are spot on (as spot on as you can be when dealing with an arbitrary size that varies in height, width and proportions) take a look at zombie survivors, zombies, mythos and related modern lines.

Just a few options which I have used in the past to do civilians. Hasslefree has some as well, so do Reaper, EM4, Copplestone and a dozen or so other companies. You may end up needing to remove weapons and change poses a bit, but the main difference between a survivor running and gunning and a fleeing civilian is the gun in their hand.
Zombies are actually good fodder, as many sculptors sculpt fleeing civilians first, then they come back and zombify them. You can often unzombify them with minimal effort and something like the VF zombie packs can give you dozens of civilians with little effortfor cheap.
Also keep in mind my comment about abitrary sizes. The figures from a company like Harwood are far different than the arbitrary size used by VF or RAFM.

I'm sure that I was very clear about the difference between 1/48 military models and o-scale civilians.
The difference is not "loose," it is obvious.
This is why I pointed it out.
OBrien's links and suggestions for models are 'spot on' though. Definitely worth checking out.

The issue is really with "spot on". For some they might be acceptable, but even the shortest 1/48 scale figure is a good head taller than the tallest 28mm figure (or even 32mm figures). It becomes compounded by the proportions used. Since you tend to have chibi proportions on gaming figures, those proportion flaws are even more pronounced when you place them next to a realisticly proportioned figure (say sonething like Preisers 1/50 scale architectural figures which are just a bit taller than figures like you get from Infinty).
The gaming figures look like the Munchkins or Oompaloompas took up arms and are revolting once you actually look at them in relation to real proportions.
Online, it can be difficultto fully convey meanings, and some people take things at face value without researching fully before purchasing. If they went out and bought some civilians from a company like Quarter Kit Model shop and paid $10 per figure plus shipping they might be severely disappointed at their purchase when they put them next to some heroic 28mm figures.
It might seem like nit picking on one small phrase, but that phrase does convey a level of certainty which can lead to all manner of confusion. "Acceptable" and then the caveats which go along with why it is acceptable to some and unacceptable to others avoids the confusion and it helps out new people who are often streaming through forums who may or may not have a grasp of what heroic scale means or even have an understanding of the differences in that one size between manufacturers.
