I believe this question would have been discussed before but I can't find the relevant post so here goes:
Example: I've got some Blk Knights with a grenade launcher. I'm shooting at a bunch of Grey Knight Paladins. Can I.....
Fire my rad shell first (thereby reducing their toughness from 4 to 3) and after that I hit them with plasma, causing instant death to all unsaved wounds.
Is this a correct interpretation?

Depends on the wording. Normally all shooting from a unit is simultaneous, so I'd say no. It might be a unit hit by the rad-shell, meaning it'd be applied before rolls to wound.
So when is it stated to take effect?
Edit: From what I gather it does apply on a hit, meaning what you want to do works as far as I can see

You dont shoot eh shell first, then plasma. ALL shooting from a single unit is simultaneous (unless there is an exception explicitly listed - just for you fuusa!) however the effect of the rad shell is as soon as the unit is hit, as BOB stated. Thus they are -1T prior to rolling to wound.

Sorry for the late response and thanks for your time to advise.
1. Agreed that all shots in the same Unit shoot simultaneously;
2. Nontheless, the DA Codex provides that the rad shell only needs to 'Hit' the target unit;
3. If we observe the order of shooting:-
(a) Roll to Hit
(b) Roll to Wound
(c) Take saves (if any)
The wording of the Codex mentions that the Rad Shells need only hit, not to wound.
4. Hence in accordance to the above order, the target unit will be -1T before rolling to wound.
This is clear to me but for some players, this is not correct.
Can anyone else comment on this?

Some players will have trouble grasping the concept that things can happen on a hit rather than an unsaved wound. For them its a singular process. They are wrong, and pointing out other things that happen on a hit rather than a wound might help. The most obvious would be a grounding test for a FMC. The more stubbern players will then point out that the effects that clearly trigger on a hit have expressive language to confirm that. These Rad shells do not. Again they are wrong.

dominiq is completely right on this one. It's a to hit effect which happens before to wound. This is why black knights are super deadly
