Hello Dakka!
I had an idea for a mix between Flash Gitz and Chaos Noise Marines, but I have no idea how to make it work. I know Flash Gitz are not a unit people use very often so maybe Burnas or Lootas are a better base? and I have no frame of reference in terms of the noise marines - but the conversion ideas are too amazing to ignore.
Any ideas on what Noize Boyz would look like?

Flash Gits are significantly better since they got the 'Ignore Cover' rule in the FAQ. Also, killa kans got worse with the introduction of HP, so there is less competition in the Heavy Support slots these days.
As for rules, I guess that Concussive or Pinning are the obvious ones to add, since FG already ignore cover (which is the Noise Marines main special feature). Both are pretty feeble though, so wouldn't be a big modification. Really, you could probably just model Flash Gitz as using sonic weapons and call it good.
If you really want to write up a new unit, here are some of the option I'd consider:
A penalty for anyone trying to charge the Noise Boys, as deafening waves of sound knock them back.
A morale boost to nearby ork units, or some kind of bonus in close combat maybe.
A bonus to reserve rolls when the noise boys are playing.
A special penalty to any unit with Acute Senses close to the Noise Boys.
Some kind of ability to interfere with enemy units. Maybe forcing them to use their lowest leadership instead of the highest while they are within 12" or something.

I spent some time muckin about with Noize Gitz / Ork Rokkerz today. Could probably with both boyz and nobz units tbh. Also found an older thread on the same topic to borrow ideas from... heres the bare bones of what I had in mind;
Noize Gits
~Nobs with basic weapon a Salvo 2/3, Ignores Cover, Pinning Shoota (ie a Sonic Blasta or whatever its called from Noise Marines).
~Any successful hit generates another shot, but those shots cannot generate additional hits. Possibly an upgrade to turn hits of 6 into crew shaken/glances/triple hits (ie tesla)
~After your Noize Gits shoot at a target, tally up the number of hits and the number of casualties they inflicted. This is how hard da boyz rokked out dis turn, and you'd refer to a chart to see what happens. Can apply nerfs to target unit or buff the boyz around the Noize Gitz (and the Gitz themselves) or both
~All da worldz a stage: If da Noize Gitz are transported in an open topped vehicle, it becomes their stage and adds some bonuses

Alright so this is what I was able to come up with but I think it needs a little work. It ended up being more Flash Git than Noise Marine with a little bit of Tankbusta.
Any ideas of more special rules to make these guys more fun to play? I'd rather they were "classic-goofy-Ork" than competitive.

Without even reading it, would play against merely because you went to the effort to turn it into a codex style listing.
Now as to the actual rules themselves
-The All Da Worldz a Stage rule should be paired with the ability to buff an allied squad in some manner.
-Rokblasta is a mint name for a noize git weapon
-suggest salvo for the weapon type; makes sense they can rock out harder if they stay still
Unfortunately though, they seem a bit bland. Your right when you say they're kinda just flash gits, aka Nobs with reasonably scary guns. Really dig the fluff and such but needs wacky shenanigans to go with it.
The simplest thing that comes to mind is that Rokker Gits count towards Mob Rule unit size for all units within 24". Probs need some buffs on top of that though.

I really love the unit concept. Not so sure about them having better guns than noise marines though. How about S4 basic and a shorter range with S5 from the Louda upgrade? I agree Salvo is a good fit like the Noise Marines. I like the All Da Worldz A Stage rule though. That is wicked. Perhaps the allied squad(s) gain a bonus such as Fearless while the Rokkaz are around? I also love the codex entry presentation. Is the artwork yours?

I edited the image with the new rules I've worked on
So with some other suggestions I've got, I changed the Rokblastas to something a little more interesting and not as insane. I think the template works instead of salvo?
Also, Maybe another interesting special rule?
The artwork unfortunately isn't mine. I tried to track down the original source of the image but it seems to be used quite a bit. I stumbled upon it and it was perfect.
Max squad size of 5 - 30 points each?

The only change I would make:
When a Rokka Gitz unit fires, you may nominate any number of models in the unit to combine the noise from their Rokblastas. If this is done nominate one model to make the shooting attack for the group. He fires with the listed profile based on the number of models supporting him. Any models not nominated to contribute may fire their own weapons at the basic profile.

Ah so It can either be 5 basic shots or one massively powerful shot. Or 2 basic and 1 decent. something like that.
That would mean I could make a bigger squad size without having a "10 Member uber-powerful instant win super-cool-shot"
