First of all I apologize if I missed a character but please point it out nicely.
Name some of your favourite characters from the TT game depending on the fluff and TT wise. I did not add any Black library characters but add them if you wish.
So who is it, and why?

General Grizmund, leader of the Narmenian 1st Armored Regiment. He can be fielded as the HQ for an Armored Battlegroup. His Warlord Trait, "Best of the Best," makes one squadron of tanks BS4. That's great for an allied list that wants only BS4 tanks!

He's horrible in games, but my Favorite Character is Aun'Shi(other). I used him in a game or two back in Tau's first codex, and he killed some stuff. Though in this one I wouldn't use him ever!
But as far as Tau go, he's a certified badass

Mephiston because he's just so badass. In 5th edition he was a badass in the fluff and on the tabletop, I had him take out 2 Trygons and a Tervigon in a single game once!
Eldrad because he's so shifty with his "just as planned" moves and future sight. Plus in 5th he too was awesome on the tabletop.
Yriel because he's really awesome in the fluff! I love what the new Iyanden supplement has done to his fluff.
Yarrick because he's so awesome, even the Orkz think he's awesome!
Aun'Shi because I love both his fluff and his model, though he really was never any good on the tabletop.

For me, it would have to be Helena the Virtuous a Sister Dialogous who was so badass that she rose to be the Abbess Prioris of the whole Adepta Sororitas. So powerful was her aura of calm faith that she effectively grants everyone within 12" ATSKNF and Ld10, and so revered was she that if she took a single wound, the entire army would gain Hatred for the rest of the game.

1. Go to FLGS on a 40K game night.
2. Announce to no one in particular "I have over 10,000 points of Space Marines".
3. Sit back and watch as some 30-ish Neckbeard who still lives with his parents not only disputes your claim, but goes on to describe his 30,000 points of Blood Angels and how he has been playing since Rogue Trader days... And yet you will have never seen him either play 40K or that army.
4. From here, you have several options. Continue the conversation, or just end it. Either way, I guarantee you will waste 1+ hour of your life talking to this guy. Have fun!

If you've read the DE Codex you quickly find that Asdrubael Vect is the mother of all cold and calculating badasses in 40k. He's like a more intense version of Mad Dok Grotsnik's origin story which was probably one of the only times I've chuckled while reading background fluff.
Particularly the time when a Dark Eldar stronghold rebelled against his rule arrogantly and he dropped an Emperor Class Battleship or something to that effect out of the warp, straight into the heart of the city, detonating it and blowing it to smithereens.
Other than that, I don't really have a favourite as for all the SC's I do use they're typically either representations or their fluff is minimal. Ghazghkull and Creed are pretty much the only characters that wear their fluffy colours. The former is cool for being deadly and all and the latter has some things going for it, though it derives almost purely from a rule in the game and fan opinion rather than actual fluff, which only becomes really interesting to me when you consider he started out a conscript.
