On the MWG forum this idea was being pitched around for a new LR for chaos and with some input from people at my club here are the rules we created
Chaos LR MK IV
200 pts
Bs 4 14/14/14
Transport capacity 16
Tank
Assault vehicle
1 heavy bolter
2 twin linked butcher cannons
Butcher cannon
48" s8 ap4
Weapon upgrades
Upgrade heavy bolter to reaper auto cannon for 10 points
Side sponsons upgrade to las cannons for -6 capacity
Side sponsons to reaper launcher
-10 points
-2 transport capacity
Reaper launcher
18" range s5 ap2 heavy 1 blast
Other upgrades
Daemonic infusion
50 pts
Gives PotMS, Daemon
Ignore shaken or stunned on a 2+
On a one the result is normal, but a single model (randomly chosen that isn't a character) losses a wound with no armor or cover saves allowed
Must be upgraded to one of the following
Khorne
Models receive +1 attack when they charge out, must have MoK to gain bonus. Cannot embark if they have MoT or MoS
Tzeench
Models may reroll failed saves of 1 when they charge out, must have MoT to gain bonus. Cannot embark if they have MoN or MoK
Slaanesh
Models gain +1 initiative when they charge out, must have MoS
Cannot embark if they have MoK
Nurgle
Models gain FNP 5+ when they charge out, must have MoN to gain bonus
Cannot embark if they have MoT
Normal vehicle upgrades

I love it! might be under-costed though. The only things I'd like to see changed are pretty minor. Don't require it 'must' take dedication to a god (Undivided has been hit enough). Also, make the FNP grant 5+ or if unit already has FNP (thinking plague marines here) increase it by one or something.

I certainly wish our CSM vehicles could get Marks like the days of old. I really miss that Coruscating Warpflame of Tzeentch from 4th edition.
I'm of the opinion that the regular Chaos Land Raider doesn't need a change, just some of the options available, or a variant. The Butcher cannons would be way better than the lascannons, so should cost something extra. Trading out the heavy bolter would be fantastic, and make sense.
Can already get the Possession, which does the same thing, so having the Marks be like 30 points would be good. Though I am jealous of the PotMS. Don't the Dark Magos have something they could do like that?
I think the Nurgle one should be the best, and supply either FNP to a unit without it already, or +1 to the FNP of a unit that already has it, so Plaguers would get a 4+ FNP. That would be 50 points. Tzeentch the cheapest at 20 points, Khorne like 40 points, and Slaanesh at 30 points. That sounds about right given the other Mark costs on other units.
Then we'd end up with a cool 300 point tank which could do something after delivery of the maniacs inside!
Now....what do we do about Helbrutes?

If it has to take a mandatory upgrade include an undivided option, 5/9 of the original traitor legions (including the 2 largest) are undivided after all...
Why, exactly, should Nurgle be the best... again? He's already the go-to choice for aspiring young Chaos Lords. Death Guard aren't exactly known for their mechanisation, in fact quite the opposite, they're famous for footslogging.
I'd rather see benefits to any mark (including undivided) rather than having a single mark standing out as the obvious choice for 90% of situations.

All I want in chaos landraiders is some of our new weapons as alternate options (reaper cannon pintle, hades auto cannons or bale flames on the sponsons, for example). I'd be quite keen n an Orpheus pattern Slamaneshi landraider with Hades cannons and Dirge casters...
That and "Gremlins", giving the same rules as PotMS. Although I like the way tech marines and warp smiths have equal and opposite rules. Is there a similar way we could reinterpret the Machine Spirit?

Shutting down enemy weapons instead of firing additional ones? Something like 'Scrapcode generator'
Not sure, might get broken really fast. But a short range (12"?) ability that targets one specific weapon and disables it for a turn would be cool.
I agree that it needs fixes. We pay 15 pts or so less for our LR, but lose POTMS, 2 transport cap and options like better sponsons and roof multimelta,

What about just reducing the effectiveness of fire against itself or troops nearby (within 6")? Reroll hits? Not quite as harsh as Snapfire, but shows the subversion of equipment to its malevolent will, where the loyalist compute- Machine Spirit does extra targetting?

In The Chapter's Due, scrapcode is used to shut down swathes of machines (Though the emitter was stronger than a single vehicle.) We could play on that. I imagine that the Land Raider targets something and feeds it with scrapcode. Targeting a single unit within 12" or something and forcing it to reroll successful to hit rolls would be boss.
Also, Hades sponsons? Yesyesyes. Baleflamers would be OP though, just compare it to Flamestorm Cannon.

Scrap code idea is awesome. Perhaps it can reduce range of weapons like that DE upgrade (nightshields?). Another idea could be it making an enemy vehicle immobilized for one turn; could be balanced by things like range, roll to hit, no loss of HP, etc.

Chaos space marines can use all the forgeworld land raider variants if they want to, so, they have options there.
What they need is some sort of deep striking or at least open-topped, highly mobile dedicated transport similar to Drop Pods, or a Dark Eldar Venom. Doesn't need to be sturdy, just needs to be fast.
Considering Chaos Space Marines feel like the little brother of imperial marines right now, only using hand-me-downs of a zillion years ago, I think it'd be pretty cool if GW actually made some chaos units unique to chaos. Chaos in general tends to be a little more assault-styled than loyalist marines so an open-topped skimmer even if just AV10 with 2 hull points would be so boss. Even if it only had like 6 carry capacity.
