Hammerheads can't take velocity trackers.

Tell him to show you it in the codex, because they can't. Either he's wrong, in which case he'll gladly admit the mistake and stop doing it, or he's a cheating and you should stop playing with him.

Hammerheads can not take the velocity tracker. The tracker is a support system and hammerheads can only take vehicle battle systems.

Is his deathstar of deepstriking Battlesuit Commander, 2 Crisis Bodyguards, and 6 Gun Drones all with Iridium and dual Flamers also illegal?

Iridium armour is one per army. Everything else with the deathstar looks good.

And since a Smart Missile System is S5 and Serpents are AV12 he would have to be rolling 7s to glance when you Jink. Coupled with Serpent Shields actually doing their jobs as shields and putting Bright Lances on the roof instead of Scatter Lasers the AP1 is a mild threat at best.
