I've recently started making (32mm) bases and I used some mixes from MicroMark. I love their site and all of their stuff is good - but pricey and typically in smaller quantities. I bought this: http://www.micromark.com/one-to-one-and-express-mold-rubber-32-fl-oz,11755.html

It worked great and my bases look nice; but how can I do this cheaper? ...where do you guys get cheap bulk silicone and resin?

I've used Smooth-On in the past. The trial size of the MoldMax series runs about $10 less for the same amount as the Micro-Mark.
Disadvantage: MoldMax has a longer cure time, and needs to be measured by weight (though the trail size includes pre-weighed amounts)
Advantage: Lasts as long as an Astartes and very strong/resilient.

Yeah I've intentionally avoided the 'measure by weight' ones haha; mixing equal parts liquid in cheap plastic cups is just so easy and doesn't require a scale.

These guys have a large selection of different silicones and resins. Haven't made a comparison on the price.

Around here silicone and resin is pretty hard to come by so I am having a hard time to get my own molding going.

I especially like their RC-3 resin.

Smooth On or Alumilite should be your go to places. I think Smooth On actually makes (or made) the casting kits for Micromark.

I use BITY Mold Supply as well (www.brickintheyard.com)
The plus side of ordering with them, is that the have high quality products, and you can buy in larger volume. Which comes in handy when buying silicon.

The downside is their shipping costs.

There are a lot of tutorials on using silicone caulking, I have not tried it myself but tempted. There are others out there just youtube it.

Here is one where he makes a putty out of caulking and corn starch:

I bought some silicone from Amazon and have yet to try it. But have used the Alumalite starter pack and was very happy with it.

I know I'm not directly answering your question. I have had really good results using smooth on oomoo 25 silicone and smooth cast 305 resin. Both products are easy to use and are measured by volume.
As for the cheapest place I still haven't found one yet
