Quick question...on page 77 of the BRB it says "Vehicles are not obscured simply for being inside terrain such as woods or ruins. The 25% rule given above takes precedence". However on page 108 it says " Ruins are difficult terrain. Models in ruins receive a 4+ cover save, regardless of whether or not they are 25% obscured." They both seem to contradict each other so what cover save, if any, would a vehicle parked in ruins get if the vehicle is 100% in plain sight?

Not all models are vehicles. The quote from page 77 gives an explicit exception that the rules quoted from page 108 don't apply to vehicles.

Specific trumps general. A rule that applies to vehicles in ruins is more specific than one that applies to models in ruins since all vehicles are models but not all models are vehicles. The vehicle gets no cover save unless it is obscured by the terrain in this case.
