What color should I paint the loin cloth and cape for this model in working on?

Whats the rest of the model look like?
what colors?
Contrasting tends to work ok depending on how much you use. but you cant go wrong with a neutral white/black or ivory
Nore can you usually go wrong with reds.

Since you already have the blue white shield on him, you can do white on the inside, blue on the outside with white or gold trim to tie it together.
White on the inside i feel would make him pop from the front.

I was thinking blue. But I'm gonna use osl off the sword and that will be blue.
Maybe if I did a dark blue?

My thought would be something along the lines of Rakarth Flesh (with an earthy wash) in the recesses, blended to Pallid Wych on the raised areas.
Nice shoulder pads. I like
