Please forgive me if this post looks lazy. My mobile sucks.So intially, for my Marine DIY chapter I wanted to go with the following scheme (picture #1.) The green pattern/color is derived from Phutarf's amazing catherdral. (The bottom left square in picture #2.)

I quickly realized this looks like Necrons. That being said, my chapter is known as the Emperor's Stars. They'll hopefully be G.R.R Martin meets Beowulf and Dark Souls.

So I've had this stupid scheme plauging me for some time. I almost went with white and green but, that isn't to theme and it is also Death Guard turf.

I know this will sound silly but lately I have pondered blue and silver. However, I want to use that lovely green above as well.

Eventually I got some inspiration but, from an odd location.
(See. Pictures 3+4.) Yes that is crappy Axe hairgel.

However, the color is amazing. The camera really doesn't capture it but, I love the almost space/star field look to the darker turquoise/blue sections.

So to my actual question since I am a painting novice. How would I paint the blue in question? I'd prefer a recipe/technique in GW paints but I am down for small portions being army painter or Vajello. Furthermore, would the green fields work on the shoulder/knee pads with that blue?

Two or three coats of coelia greenshade over leadbelcher will look very close to the gel.

I use it to give an old look to my GK interceptors before bringing back the silver, it's a beautiful blue green shade that to me looks just like it.

I'll try and take a pic in the next couple of days, but mine might not be reflective of what you want to achieve as I highlighted them back into silver. I might have some unfinished ones that might show it off better actually, I'll see what I can find.

The sword is the best example I can find, mechanicus grey base shaded and highlighted in very rough nmm style, with two coats of coelia on top.

I have had great success doing gold like this:

Basecoat Leadbelcher
Heavy Drybrush of Runefang Steel

2-3 washes of Gryphonne Sepia/Seraphim Sepia

Now how does that help you? Simply swap my sepia shade for the blue one.

When using washes I find it really helps to overhighlight your base colour (thus the heavy drybrush of Runefang Steel over the leadbelcher).

And be warned, the first wash might not look great until dried...and even then it kinda looks like ass...but the 2nd wash really brings it together and the third wash (if necessary) is usually just to specific areas.

I can't remember who I stole technique from but I'd gladly refer you to his work :(

I think JamesY has the best idea, the citadel glazes and shades work fantastically on metallics, you just have to be prepared to do a good few coats if you want a solid coloured metallic look. I have a grey knight which was done in metallic blue with green hues in this way.

Obviously just add more yellow for a greener hue but this is what you can achieve with 3 or 4 coats, rubbish pic but best I could do at this time

You might also try some metallic medium to increase the 'sparkle' of the paint before shading it with the blue, or even adding the blue that you were going to use into the metallic medium.

Reaper has a white metallic, don't remember the name. Pearl something or something pearl. Either way, 3 parts pearl, one part blue/green wash for the base. 2 more coats with the wash and you'll probably end up where you're aiming for. Good luck!

This honestly looks close to the color of my call car, without the huge pieces of metallic. If it helps you in your search the car is a Mitsubishi Eclipse and the color is called Tampa Blue.
