I'd say necrons:
2x Necron warriors (260 points): €30 each
1x catacomb command barge (240 points when fully equipped, but not over the top): €29
Necron codex: €39
Total cost: €128
That's 500 points on the spot, necrons are quite a strong army. Necron warriors can deal damage to anything on the table and the CCB has a high armor value so it's hard to deal with at that points cost.
Beware, some people might think it's a bit of a dick list. This is especially true for new players because they don't have the knowledge (and possibly models) to deal with your list.

Find somebody that plays 40k and ask for any left over sprues with all the bits removed. Buy some 28mm round bases off ebay. Make spruecrons.

Although I don't know your situation, I think you should do an army you like the look of/background of, not just based on the price. But, it's your choice.

Grey Knights are probably the all around cheapest per point. They are quite different from other space marines, not sure if you consider them SM.
Terminator librarian; $20
2x Terminator boxes; $100
1 dreadknight; $60
10 purifiers; $60
It's $240 total but around 1,250 points.
For a strict 500 point army, do the librarian and the purifiers (run them as strike squad) Grey Knights don't do well at low point levels because of the point cost per model.

Orks can be pretty cheap and effective at 500 points.
And theres absolutely bucketloads of them on ebay and the like.

Chaos Daemons can be surprisingly inexpensive if you take a handful of very powerful models (e.g., flying circus).

For 500pts? Be'lakor, nurglings and pink horrors fits into 500pts and costs about $92.
That said, I would suggest not brining something like Be'lakor or a crazy Daemon Prince to a 500pt game, unless you want your opponents to hate you. Bringing something like:
Keeper of Secrets
Herald of Slaneesh
10x Daemonettes
10x Daemonettes
5x Seekers of Slaneesh
...would probably be more interesting to play at low points levels, but would blow past your budget by $50 or so. If money is tight, your best bet would be to spend a few months looking for really cheap stuff on eBay or craigslist.
