If you have a vehicle do you get a 4+ cover save while being in a ruins even if not 25% obscured? It seems that under the ruins section it refers to being in the ruins grants the 4+ save but under the vehicle sections it references being actually obscured. Also do you get the 4+ if you are not in the ruin but behind it, causing obscurement?

The second bullet point under 'Vehicles and Cover - Obscured Targets' should clearly answer your first question.

What about if you are in the ruin and not obscured though?

Ruins are difficult terrain. Models in ruins receive a 4+ cover save, regardless of whether or not they are 25% obscured.

The pics and bullet points you referred me to shows it actually being obscured. What about if you are in the area of a ruin but not physically obscured.

Basically I am asking if it is similar to a monstrous creature who can have a toe in a ruins and get the cover save. Does this apply to vehicles? Would it also apply to say a forest as well? If you are not blocked by the trees but are in the forest physically do you get the save?

Again, please read the rules section I referred you to (highlighted for emphasis):

Vehicles are not obscured simply by being inside of terrain such as woods or ruins. The 25% rule given above takes precedence.

Why is that not clear? They specifically tell you that the rules for vehicles (i.e., the 25% rule given above) take precedence.
