I've been thinking about giving my plaguemarines 32mm bases (shamless promotion: link to plog in the sig) because I hate marines with 25mm. Do you guys think GW will be giving all marines 32mm bases when their new kits come out? Will it effect me in tournaments? Is the government reptiles? TELL ME!

Movement is measured from the model not the base now (iirc or is that Age of Plot Armour?).
Anyway, it makes no difference, if you are 4mm out on a charge, unless your opponent is a dick, they'll allow it.

Measuring from the model is age of sigmar. I dont know a single person that would ever measure from the model.

Yes, I think in the long run all Marines (and possibly all T4 models) will be on 32mm.
However, you're supposed to put the model on the base they are supplied with. I can't see a problem in friendly play if you ignore this and put them on 32mm. You gain advantages (less models under templates) and you lose some (more likely to be under templates; need more space).
Tournaments may have additional rules regarding model size, so check that first if that is important to you.

I think the advantages and disadvantages kinda equal out. I'm not going to play competitively, as I'm just coming back. And forgot all of the rules. All of them.

From what's been released so far, it seems like 32mm bases are more for bulkier units like Jump Marines. Things that aren't really large enough to justify 40mm bases, but tend to either overflow or overbalance on 25mm ones.
I'd certainly expect the Warpsmith to end up on a 32mm base, as the 25mm one looks far too small (it's barely even visible under the mass of tentacles).
The government is not reptiles - just aliens with scaled skin. I hope this clears that up.

You're not. If you're worried about your opponent using 'fake' rules, you're having fun the wrong way. This hobby isn't about rules. It's about buying Citadel miniatures.

feth it im going with 32mm. 25 doesnt fit the size of a marine, especially a fat, bloated one!

I just recently rebased my Deathwatch Marines and I can safely say that it's the best for them. It just does, I can't explain it.

It's because of the size of the models and the fluff. They should be bigger than a guardsmen or cultist. Also the feet wont fall off the base

Of course it's good for the models to be on a properly sized base, but it's really the size-thing that's important - The model just seems a bit larger. I compared it to a Pathfinder, it really fits!
Here's an example:
