Trying to keep it simple and fun without granting to much power to the winners but keep a simple RP system and defensive element to it. Let me know what you think and if you would play by these rules.
Main Objective
Players or teams must control all hex tiles or a predetermined amount of tiles at the end of the campaign OR completely destroy the enemy HQ's.
Starting Deployment
Each player will control his or her own planet consisting of 7 hex tiles. Deployments will be randomly determined. One tile of the controlling player’s choice will be designated as their HQ. HQ's must be placed at least 4 tile moves apart from each other. All adjacent tiles will be territory that can be captured and reinforced by its owner as long as it remains connected to their HQ. If a hex tile has its supply chain broken, that tile cannot further reinforce itself until its owner reclaims the connecting tiles.
Sequence of Play
At the start of each campaign turn, players will randomly decide who goes first.
1. Revenue Phase-Each player will gain 2 Revenue Points (RP) at the start of the campaign phase. The player can use these points to build up either their Main Army or their Planetary Defense Forces. Players begins the campaign with 10 RP points.
2. Movement Phase-Each player can move his or her Main Army along adjacent tiles that army is located on. Each players Main Army deploys on the center hex of that players planet. Each player can only control 1 Main Army at a time. Army movement works as the following.
Level 1 1000 pts - Up to 3 uncontested tiles
Level 2 1250 pts - Up to 2 uncontested tiles
Level 3 1500 pts - 1 tile
Level 4 1850 pts - 1 tile
Level 5 2000 pts - 1 tile
All armies regardless of level are allowed to double their movement through their own controlled territory.
Independent characters move the same way a level 2 army would.
3. Battle Phase-Every player who moves his or her Main Army onto a tile owned by another player must play a normal game of 40k. If a more powerful army moves into a territory guarded by a weaker force, the defending player can choose whether or not to play out the mission or roll a D6 to determine the outcome. If the defending player chooses to roll instead of play through the battle, they must roll on the chart below. If the defending player fails his or her roll, their PDF is destroyed and their territory is conquered by the attacking player.
Level 1 army gap - 4+ Defending player maintains control
Level 2 army gap - 5+ Defending player maintains control
Level 3 army gap - 6+ Defending player maintains control
Army’s with a 4 or 5 level gap automatically flee the battlefield, and the tile is automatically awarded to the assaulting player.
If an attacking army is defeated this way they do NOT suffer an army level loss roll, however they still must retreat 2 tiles back to their HQ.
Anytime a player attacks another players HQ, an apocalypse game of 2500 pts takes place with 1 Lord of War allowed. Only a level 5 army can attack an HQ. Players will decide amongst each other what is fair to bring.
4. Requisition Phase-After battle victories have been determined any players who have successfully attacked an enemy tile claim it for themselves as an empty territory with no PDF attached to it. They can choose to reinforce it as they see fit as long as it is connected to their supply chain. Territories successfully defended remain under their owner’s control. If a players Main Army is defeated trying to take enemy territory it must retreat 2 tiles back regardless of size as well as lose D3 levels. Any named characters killed during a game must also take an injury test to determine if they die for the rest of the campaign or continue to fight on.
Characters
Named characters and heroes can only be in one place at a time. You cannot play any named characters that are attached to your Main Army unless your HQ is under siege. You can choose to independently move named characters around but they can only fight battles happening on a tile they occupy (besides the HQ). If a character is killed during a battle, roll a D6 on the table below after the game to determine that characters fate.
1-Killed-The character remains dead for the rest of the campaign, you cannot field them again in any instance.
2-Critical condition-The characters fate remains unknown, re-roll on this table to determine the outcome on the next campaign turn.
3-Seriously injured-The character cannot be fielded for the next D3 campaign turns.
4-Wounded-The character cannot be fielded for the next campaign turn.
5 or 6-Just a flesh wound-The character can be fielded as normal on the next campaign turn.
Random Events
Before a battle between players can take place, the attacking player must roll a D6 to see if any random events such as unnatural disasters take place. On the roll of a 1 the attacking player triggers an event and must roll on the Unnatural Disasters table in the Warhammer 40k Apocalypse book during the game (pg. 38). Disasters can only happen once per game. An instance in which the Master of Disaster is instructed to place a disaster, that disaster will be placed starting in the middle of the game board. Any instance in which the Master of Disaster gains control of a unit such as plague zombies, that unit will be placed in the middle of the board and attack whatever unit is closest, friend or foe.
Main Army
Each players Main Army is their primary assault force. While the PDF armies are locked to their tiles, the Main army is the player’s only army that can move from tile to adjacent tile conquering enemy territories or defending its own from invasion. Each player starts with a basic level 1 army which they can choose to immediately upgrade or use as a scouting party or combat patrol. The Main Army must be in friendly territory connected to HQ via supply chain in order to upgrade its army level with RP.
Attacking
A player attacking an enemy controlled territory must first deal with any PDF army occupying the tile. An attacking army can never attack a territory with a PDF army that is more powerful than itself. It must be of equal strength or stronger in order to attack. Tiles without a PDF army guarding it are immediately controlled by the invading player. If two Main Armies end up in battle, play a game of 40k as normal unless one force is more powerful than the other in which case refer to the army level gap listed under the battle phase. If an attacking force is defeated during battle it must retreat 2 tiles away and subtract D3 levels from its current army level. If it is reduced to army level 0 it is completely destroyed and respawns as a level 1 army at its HQ at the beginning of the next campaign phase.
Defending & Planetary Defense Forces
Player controlled tiles can be upgraded as long as they are connected to adjacent tiles leading back to that players HQ. A number shall be marked over the territory from 1-5 indicating a PDF guarding that tile. A blank tile can be taken as soon as a player moves onto it. Army level numbers indicate the following points a 40k army is allowed to be played at during an enemy invasion of the territory. RP can be spent on these tiles to raise defense forces and create strongpoints on your planets. Army levels work as the following.
Level 1 - 1000 points
Level 2 - 1250 points
Level 3 - 1500 points
Level 4 - 1850 points
Level 5 - 2000 points
All armies must be bound and include 1 HQ choice and at least 2 Troop types.
In the case of a larger army attacking a smaller one, if the defending player chooses to play through the battle rather than roll for the outcome they will be allowed to use the army point difference in fortifications for their list. For example if a 1850 point army attacks a 1500 point army the smaller defending force can add an additional 250 points to make up the difference in basic fortifications such as aegis defense lines and bastions if points allow. Players will talk before the game to agree on what is fair to play. If the defending player loses the battle his PDF is completely destroyed the tile is awarded to the victor.
Attacks on HQ's
In order to attack an HQ you must have a level 5 army. Once an attack is declared on an HQ, an Apocalypse game of 2500 points takes place. 1 Lord of War per side is allowed given both players agree on what is fair. Unnatural Disasters do not take place during HQ sieges. The defending player is allowed to choose the mission if they have the initiative, otherwise roll for mission types as normal. If the defending player loses this battle his or her campaign is lost and all their territory is transferred to the winning player. If the attacking player is defeated they must roll a D6 rather than the normal D3 and subtract the result from their army level. This will represent the devastation of losing such a huge battle. In the case of rolling a 5 or 6 the attacking player’s army is completely destroyed and any named characters attached must take injury rolls to determine their fate.
Conquering HQ’s
When a player conquers an HQ the defeated player’s territory and HQ tiles belong to the victor. The conquering player receives one additional RP per campaign turn for each conquered HQ. This tile continues to function as a forward HQ and can be taken by other enemy players in an Apocalypse game. The conquered HQ can be attacked again but the controlling player will not be knocked out of the campaign unless their main HQ is taken over.

Yeah its pretty simple, supply lines work as long as your hex tiles can be connected to each other along adjacent tiles. So if you have a lone tile in the center of of a planet and it becomes cut off due to the enemy breaking the chain, it cannot be reinforced until the connecting tile is taken back.
RP is simple as well, every player gains 2 RP points at the start of their campaign phase and can choose to upgrade a PDF force or their main army.
So If you have a level 1 PDF force on a tile you can spend 2 RP points on it and upgrade it to a level 3 PDF. Same works with your main assaulting army, as long as you are within your own connected territory you can upgrade your army level the same way as a PDF force.
Hope this explains it a little better. I'm amazed I was able to write this as coherently as it came out lol...
Heres the map, this is designed for 2-4 players. You can decide amongst players how moving between planets should work.
Use the lines provided to move from planet to planet. If a line ends between two hex tiles you can choose which one you would like to land on.

A simple google search and some HD planet renderings slapped together on an image of space in photoshop for the map.
I had the general idea of game play from the PC version of Dawn of War Soulstorm (the best damn RTS still today) and came up with the rest just brainstorming and reading a few other campaigns that were a lot more complex.
I had wanted to add some sort of benefit to having certain tiles or winning/losing battles but after reading around on the forums I decided not to as to not give a particular player who might be on a roll too much of an advantage over the rest. I should have time to finalize the rules and straighten them up a bit by tomorrow as we plan to start this next week. I'll leave the updated rule set in the OP.

For anyone interested we finished up our campaign after about 3 months of solid play. It was very interesting the way things panned out and it ran pretty smoothly. I have updated the rule set in the OP and have been coming up with some moreideas to elaborate more on the game play in the future.
