So in the faq draft it was mentioned that outdated or out of print formations could be taken, however it is also said to use the most recent version of a book. I know it was only a draft but would it be possible to take the green tide formation (100 boyz, 1 warboss) from the older W!G ssupplement, or does the use most recent version make this impossible since the new book does not contain the formation?

Just checking to see where the majority stands on the interpretation

Take the Green Tide. Have fun. If your opponent is really going to complain because the formation isn't in the updated W!G, he probably isn't worth the trouble.

If you are playing in a tournament, ask the TO.

Something games workshop has always said, and shows up more and more when people ask questions like this is, "As long as it is OK with you and your opponent, it is fine".

It's an unpopular opinion, but I think that there are people at GW who honestly want people to just have fun. Clarify with your opponent that you are taking a green tide from the book, which book it is, and if they have a problem, have a back up list, or get another opponent.

I'm building a plague tower of nurgle, a superheaver that hasn't been updated since structure points were replaced. It was never removed from the game, but is unfortunately apocalypse only.

Strict rules like this will only matter at a tournament, and the TOs will let you know ahead of time.
