Is there a specific army or strategy you're trying to counter, or is this just an all around army? Also, IMHO, I find 2 TB squads a bit much for what your rec legion has. Everything else seems to be some form of fast moving unit, except for your warriors, immortal, lychguard, and Overlord. I would recommend trying to make room for a ghost ark or night scythe in there.

Ιt looks like you have 2 scarab units and no spyder. What are you going for there?
Also, may I also ask why the MSS? On your OL you could swap them out for the Voidreaper. (it's 10 points more than the WS!)
Does the Regular OL join the Lychguard unit and the D.Lord the wraiths?
That's a sweet looking army. Any problems you ran into, against certain lists? Any backfires, any good/bad matchups?

The spyder is on the first line of the harvest, as for MSS, My lord and crew end up fighting a lot of other HQs so challenges are very common and I get a lot of mileage from a 3d6 fear test. My usual tactic of late has been to have the O-Lord and D-Lord join the lychguard, and veil turn 1. This gives me two turn two charges at just about any part of their army I want, and if it's hammer and anvil or vanguard strike deployment, I can deep strike behind their line and give them nowhere to run to. If I'm fighting someone without good CC, I'll occasionally split the lords off so they can go murder/tie up two additional units, because they are more than capable of taking a dev squad or a rip tide by themselves. No real bad matchups like wolves vs. tau, but the other big 5 can be fun fights. My favorite to fight is eldar, because they are straight dangerous, it ends up being a very technical fight where you have to control the matchups and they are perhaps uniquely capable of wiping you out. Least fun is Tau, there is no finesse fighting tau, just take your shots on the way in and stomp them in CC or die trying. Sapce marines are also fun, it pits your superior combat effectiveness against their near army wide obsec and null deploy.

That looks like you have two scarab units in a Canoptek formation, then. Which, I'm afraid is not allowed. Which almost frees up enough points for a couple of Heavy Destroyers in your D.Cult. If you removed your MSS and 4 scarab base, you could get a couple of Heavy D.s! Although, I understand the MSS are your personal choice and style and you like going with them, so just waiting for an update!

I trade out the harvest for a judicator battalion, and loose the Heavy destroyers to gain a ghost ark so the stalker isn't my only vehicle. This one is only really usable after the "Official" FAQ, since otherwise you'd gimp your warriors in the GA. Now a ghost ark almost doubles their firepower and basically provides them with an av 13 jinking pill box. The Destroyer Lord could do with the Nightmare Shroud.
Probably only need two in the Heavy Destroyer unit.
Should try to get a fourth regular Destroyer in every unit.
A third unit of Tomb Blades would do wonders as well.

Thanks for the advice, the reason I didn't take the nightmare shroud was because it's pricey, it's most of a wraith, and we should probably focus more on offense than defense, since with t6 3 wounds 3+/4++/4+++ he is probably tough enough before the shroud. the exception would be Orikan, if you run a royal court with orikan it would take it to a 1 in 36 chance of failing a save against weapons without AP 2, with a 4+ RP that's a 1 in 72 chance of a wound getting thru, which makes invis look like something chumps would use. However a royal court locks you into a certain comp and play style, I prefer to be adaptable.
I feel like the cult is already too many destroyers, they aren't like warp spiders were you can just have a list full of them and they'll do fine, and with as many anti-MEQ units as there are out there you can really hose yourself by putting to many eggs in a single basket. This is also the reason I think double harvest is a no no, necrons live or die by their ability to adapt to their opponents composition, if our list is too samey we will come across an opponent that does what we do but better and we'll get owned. It's also the reason three units of tomb blades is kind of iffy, though in all fairness they are cheap enough to be a forgivable error if they don't end up working out.
As for the Heavy destroyers, most vehicles will have between three and four hull points. with three heavy destroyers the odds are good I will only have to shoot at them once to get those three hull points, with two I'm almost guaranteed having to shoot at that same vehicle for two rounds to kill it. So when your shooting at vehicles, by having three heavy destroyer you can double the effectiveness of having just two. Against things with wounds (wraith knights and the like) they are going to be one of your go to units, so once again having three is better than 2, if not twice as good.

I like you new list. The justicar and destroyer cult feels too busy. I like the harvest and destroyer cult. Drop the mindshackle scarabs, they aren't good anymore, even a gauntlet of fire is a better bet.
Definitely moving in the competitive direction.

Assuming you're unfamiliar with how this Deathstar typically operates, observe the following: Using the above combo greatly increases the survivability of the unit.
(also, if you're using Wraiths for their offensive prowess, you may be missing the point of this set up: get the wrecking ball that is the Destroyer Lord into combat. He will be your primary dealer of damage, anything the Wraiths do is just gravy).

If I could make a list of pure Destroyers, my god, it would cause unmitigated carnage.
They are the killiest models in the codex, so usually you'll want more of them in a unit so you've got a better chance of wiping out whatever they shoot at in one round.
And with JSJ on top of their already sturdy stat line, they're not exactly a pushover, either.
That is the reason you see D Cults in almost every list.
three units of tomb blades is kind of iffy
Tomb Blades are one of the better units in the game. I'm disappointed the Decurion only lets you take three units. If I could replace my Warriors and Immortals with Tomb Blades, I'd be all over that.
Two units are alright, but three gives you a significant advantage.

So here is the math on the shroud assuming ap 4 or worse, my lych star has 5 lych guard, 1 overlord and one d-lord.
Lychguard take 1/3 * (1/2 - 1/12) 5/36 so around 7.2 wounds to take a model down, so about 36 wounds required for a
The O-Lord has three wounds, same over under, 21 or 22 wounds required to take him down.
Dlord without the shroud is slightly worse because he doesn't get to reroll ones so it's 6 wounds to get one through, for a total of 18 wounds required on average to take him down.
Now if we change the d-lord to have the shroud, 1/6 * 1/2, or about 36 wounds to kill him. for 18 effective extra wounds you are paying 35 points, seems like a good deal right?
Now look at the unit he is part of, it already has 76 effective wounds (assuming no rez orb), adding 18 extra wounds is an increase of 24%, so not exactly a mind blowing improvement.
Now if we spent those points on an extra wraith bringing the unit from 4 to 5, it's an addition of 12 effective wounds to 48 effective wounds, so a 25% increase in durability for that unit, and a 25% increase in offensive power for that unit.
So in short yes 18 is more than 12, but we are not an army hurting for effective wounds, in fact we probably hold the top spot for effective wounds out of all of the armies. Besides what's the use case for the 18 extra wounds, most people avoid shooting at the lychstar, accurately seeing it as a waste of time. Anything capable of dealing with a lychstar is going to be ap two, and very likely have stomp attacks. in neither of those cases is the 18 extra wounds worth it, because stomp can go str D, and ap 2 will be taken on invuls.

The issue there is effectiveness.
Yes, Lychguard are one of the most survivable units in the game, but they're too slow.
Unless your opponent is bad, they're probably going to catch one unit when equipped with the Veil or riding a Night Scythe (two if they can eventually catch up to something another unit has already engaged in combat).
Wraiths, on the other hand, can slingshot a Destroyer Lord into combat by turn two, in the right situations, and then immediately go catch something else once that target is removed, repeating unit they're wiped out or the game ends.
A Destroyer Lord with the Shroud, Shifter, and a Phylactery, accompanied by LoS bodyguard Wraiths might not be as survivable as a proper Lych-star, but is extremely effective at getting stuff done.
If your goal is to prevent Slay The Warlord, then yes, Lych-star with Destroyer Lord and Overlord is great.
If you want to kill things, Destroyer Lord Wraith-wing all the way.
