Paint and sell on eBay and mention you are available for smaller commissions. I picked up 8 jobs in my first few months, now its one of my preferred ways of advertising/getting new clients.

This. Paint up something and have in the description that you accept commissions. Ebay is a great way to advertise different types of painting with different lots. I usually list slightly higher than I want as if it sells great and if it doesn't then your advert is still up.

Another way I have got a lot of work is just being in the local store. I played a game and when my minis were commented on I mention I do commissions. Also for local clients I meet them in the shop. Great way of spreading the word. The store doesn't mind as the minis I going to paint get purchased there.
