Someone, I forget who, challenged (maybe not in a serious way) in a LoTR thread to build a playable 40k army for less then 100 dollars.
So I took that seriously, and here I am.
However, I don't know some rules I ought to abide by, besides the fact it can't be used (obviously).
What do you fine folk think?

In the current game, any single unit can be a legal, playable 'army'.
You're going to need some more definition on the scale of your challenge.

Tactical Squad and a Captain. Make two five man squads out of the tactical box. Boom, a legal army for less than $100.
|
Thought for the day: Hope is the first step on the road to disappointment.
30k Ultramarines: 2000 pts
Bolt Action Germans: ~1200 pts
AOS Stormcast: Just starting.
The Empire : ~60-70 models.
1500 pts

Legal is easy. Playable is a little more difficult, if not impossible. I'd suggest setting a 'kill team' 500 points limit.
Even with that 500 point goal the cheapest monetarily I can think of is a GK grand master, kitted out well, with 2 5 man strike squads. Comes in at $80 before tax. Not going to be very strong though. You could change one of the strike squads to a terminator squad, but that'd run you around $103 before tax, and still not do well. You can get past 500 easily with that though.
Edit: For perspective Captain and 1 tac squad (that you'd then split into two) is $70 but comes in around 330 points even well kitted out.

The assassins actually have a 1 model detachment or the assassination force or whatever it's called which is all 4 so it's not unbound.

Seconded on the Start Collecting boxes, off the top of my head you make a death pack with the SW box that has:
Wolf Lord, Runic armor, krakenbone sword comes to like 160
TWC with 3 storm shields, thunder hammer, and fist is 220
Squad of Grey Hunters with a plasma gun, ccw's, and a fist is 120.
That's a fairly reasonably 500 point army (if my calcs are correct) and costs $85 before tax.

Stormclaw is about 750pts of Deep Striking Orks. Might be hard to find but going half on that is certainly less than $100. Fill out the rest of the money with a Formation somewhere.

Are you looking for the largest (points-wise) army you can create for 100$?
Well, let's see. Do we have to go by MSRP, because if yes, then the answer is probably Start Collecting! Skiitari (~150+~125+~130pts in the box for 100$).
But if we're allowed to go for typical ~25% off discounts you can get online, the answer is an entire Dark Vengeance set converted into a Nurgle CSM army.
100$, comes with a base rulebook and an over 1000pt, easily playable army. Buy a thing of greenstuff to nurglify everybody, and you have 2 units of plague marines, 3 nurgle bikers, a Lord and Sorceror, 5 Oblits MoN, and a Helcult formation.

The "start collecting" boxes are what, $67 or so with a discount? Add some Dark Vengeance goodies or similar plastics and you're probably in good shape.
If you have to buy this at GW store, the $85 start collecting and a single...paint brush?
