Having got my 1,000 point list made, I am planing out my 2k list. Here are my thoughts;

Skaven Warlord w/ Brood Horror (general)
Chieftain w/ Standard
Verminlord Warbringer

Verminus Clawpack
Skaven Warlord w/ Halberd & barbed blade
20 Storm Vermin
40 Clanrats w/ spears & shields
40 Clanrats w/ blades & shields
40 Clanrats w/ blades & shields
Warp flame thrower
Warp flame thrower
Warp flame thrower

Total: 2,000


This list is based on Synergies, turning the bricks of clan rats into something to be feared. Firstly the formation gives them +2 bravery instead of +1 for every 10 models. This puts them at 12 bravery off the bat, plus the Warlord on the Brood Horror has a +1 leadership bubble. The formation also lets the warlord of the formation use his command ability every turn, even if he isn't the general, and it becomes a ranged bubble instead of a single unit. This lets them make an extra Attack. The unit sizes also gives them +1 to hit & wound until they lose 10 models. The Chieftain will make the units close by immune to battle shock, and re-roll hit rolls of 1. The Vermin Lord can cast a spell that lets a unit that takes casualties pile in and make an extra attack before they are removed.

Essentially this will let me spam command abilities in 13 inch bubbles (chieftain is pretty much inspiring presence bubble). With the general being outside the formation, it will let me break off a unit and support them. Warp flame throwers will follow the clan rat bricks and help whittle down the units they are tied up with. Not only will the clan rats screen them, but on 4+ they can take a wound from shooting on the clan rats instead. Rules as written, this lets you potentially avoid the wounds from a failed "More more flaming death" roll, and reduce the damage to 1 mortal wound instead of a D3. Once again, some great synergy.

It looks great on paper to me. What are your thoughts?

Worth noting that the clanrat +1 to hit and wound for 30 models does not say "instead" meaning it stacks with the +1 to hit for 20 models for a total bonus of +2 hit, +1 wound!

But anyways, why is the warlord on brood horror the general instead of the verminlord? It seems the latter would be better given the battalion units can already benefit from +1 attack.

I would try to fit in some longer-range options for sniping enemy support models. Jezzails would be the best possible option for this, but warlock engineers or ranged warpfiends could also work. I'd hesitate to replace the warpfire throwers since the clanrats will really need that mortal wound support.

I assume you are going to use two crowns of command as your allegiance items for the extra inspiring presence, on the brood horror and the verminlord?

I made the Brood Horror warlord the general, as I was mistaken in thinking that the Verminlord was unique. I checked again and it is't. So I guess it can get command abilities and artifacts. So it would make sense as he is the higher wound sink. Crown of Command is the hands down best artifact for Skaven, but my area tends to do random rolling.

I agree that extra range would be nice. The only real fat to cut would be the Warlord on a Brood Horror. That would free up 200 points, which would let me get a unit of Jezzails and maybe a poison wind mortar. It's certainly something to think on.

Is it possible to use the warlord on brood horror as the warlord requirement for the verminus claw pack? If that is acceptable then you can trim down points that way.

That is kind of a grey area. He is named a Warlord, but is it's own entry. I was leaning towards the conservative interpretation.

In the FAQ, it says if a unit has the appropriate keyword, then it qualifies for the battalion requirement. The warlord on foot and on brood horror even conveniently have the same command ability. Still, you could discuss it within your local group if they think it's ok or not.

Edit:
Looking at the keywords, it could be argued that because the keyword is "skaven warlord on broodhorror" not just "skaven warlord" means they are not the same.

That's why I was going with the more conservative interpretation, that they were seperate entrees and it couldn't be used.
